NAIROBI, Kenya, Feb 20 — The Nairobi County Assembly has unanimously approved the formation of a 21-member ad hoc committee to scrutinize the cooperation agreement between President William Ruto and Governor Johnson Sakaja.
The decision follows the tabling of a motion by Majority Leader Jetesi Imwatok during a special sitting of the Assembly.
The committee will examine the pact, clarify the Assembly’s role in its implementation, assess its impact on the 2026/2027 budget-making process, and conduct public participation across Nairobi before presenting a report recommending approval or otherwise.
Speaker Kennedy Ng’ondi will chair the committee mandated to consider the matter over a period of eleven days with Paul Kadosi deputizing.
The 21-member panel will also include Majority Leader Imwatok and Minority Leader Antony Kiragu, among other MCAs.
The Assembly is expected to debate the committee’s findings before making a final determination on the agreement.
Speaking during the session, Imwatok urged members to support the process, emphasizing the potential development impact of the pact.
“This is the best thing for our city to fast-track development. I urge all members to understand it so we can work together,” he said, noting that he personally witnessed the signing of the cooperation agreement.
Expedited processing
Seconding the motion, Minority Leader Kiragu called for unity among MCAs to ensure the additional Sh80 billion allocated under the deal is effectively utilized.
“I have interacted with the 13-page cooperation agreement. It is one of the best decisions by the President and the Governor. I urge members to read and understand it so we can help Nairobians appreciate its benefits,” he said.
Kiragu noted that referring the matter to the 24 sectoral committees could have delayed the process, a position he made after a Kileleshwa MCA proposed that the review be handled by the sectoral committees instead.
The ad hoc committee is expected to begin work immediately and present its findings within the stipulated timeframe, after which the Assembly will debate and determine the future of the City Hall–National Government cooperation agreement.
