Margaret Nyakang’o inaugurated Controller of Budget following House approval

NAIROBI, Kenya, Dec 4 – Margaret Nyakang’o was Wednesday sworn in as Controller of Budget (COB) following her approval by the National Assembly earlier in the day.

Nyakang’o who was nominated by President Uhuru Kenyatta in November was inaugurated at a ceremony attended by Chief Justice David Maraga.

She takes over from Agnes Odhiambo whose eight-year tenure as the inaugural COB came to an end in August.

Chief Justice Maraga urged Nyakang’o to serve with integrity and always abide by the constitution.

“It’s your duty to authorize withdrawals of public funds, this is a huge mandate and it requires that the withdrawals to be in accordance with the law all this is required for purposes of transparency, accountability and prudent utilization of public funds,” said Maraga.

Having officially assumed office, Nyakang’o is expected to unlock the stalemate surrounding the release of funds to counties and other government agencies from the consolidated fund services.

County Governments have been unable to pay November month salaries, statutory deductions and procured supplies, including pending bills.

Council of Governors Chairperson Wycliffe Oparanya last week said that county governments were having difficulties in requisition of funds from the revenue accounts.

Nyakang’o is expected to review 15 counties which have defaulted in offsetting pending bills, a move that prompted National Treasury to request Parliament to stop fund transfers to them.
