China’s top political advisory body concludes annual session

BEIJING, Mar 13 – The 11th National Committee of the Chinese People’s Political Consultative Conference (CPPCC), China’s top political advisory body, concluded its annual session on Tuesday.

Jia Qinglin, chairman of the CPPCC National Committee, presided over the closing meeting held in the Great Hall of the People in downtown Beijing.

Top Communist Party of China (CPC) and state leaders Hu Jintao, Wu Bangguo, Wen Jiabao, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang were present.

The session, opened on March 3, approved the report on the work of the Standing Committee of the 11th CPPCC National Committee over the past year, the report on the proposals submitted by CPPCC National Committee members to the session this year, and the political resolution of the Fifth Session of the 11th CPPCC National Committee.

The political resolution said great achievements have been made in pushing forward reform and opening up and advancing the socialist modernization under the leadership of CPC Central Committee in the past year.

The 11th National Committee of the CPPCC and its Standing Committee have also made important contributions to mapping out and implementing the 12th Five-Year Plan for National Economic and Social Development, and building a well-off society.

The year 2012 will be of importance to the implementation of the five-year plan, and the CPC will hold its 18th National Congress, said the resolution.

To handle this year’s economic work well, the CPPCC needs to highlight the problems and risks in macro-control and coordinate the relations of growth, economic structure and commodity prices so as to prevent a slump in economic growth and inflation rebounding, the resolution said.

It also pointed out that the CPPCC should help deepen the strategy of expanding domestic demand, encouraging private investment, and maintaining the stable growth of foreign trade.

The CPPCC will encourage political advisors from the Hong Kong and Macao special administrative regions (SAR) to play their positive roles in economy, politics and social affairs, according to the resolution.

The CPPCC will center on unity and democracy and carefully fulfill its duties of political consultation, democratic supervision and participation in the discussion and management of state affairs, the resolution said.

Addressing the closing meeting, Jia said this year’s session was a “realistic and pragmatic” one as it promoted democracy, increased unity and consolidated consensus.

Jia said members of the CPPCC National Committee attending the session offered their advice on government affairs such as strengthening and improving macro-control, accelerating the transformation of economic pattern, and ensuring and improving the people’s well-being.

By 2 pm on March 8, CPPCC National Committee members had submitted 6,069 proposals concerning the country’s scientific development and the transformation of economic pattern.

According to the report on the proposals, the political advisors paid great attention to comprehensive issues concerning the country’s reform and development, people’s well-being, and social harmony and lasting stability.

Political advisors raised more than 2,600 proposals regarding the steady and relatively fast development of the national economy.

They put forward more than 1,600 proposals on developing social undertakings and improving people’s livelihood, more than 1,200 proposals on strengthening and innovating social management, and promoting social harmony and stability.

Political advisors also offered suggestions on developing real economy, consolidating the foundation of economic development, coordinating urban and rural social development, and promoting migrant workers’ settlement in cities.

They also offered suggestions on development of small and micro-enterprises, establishment of social credibility system, low-income houses, and rural old-age pension programs.

A meeting will be held on March 19 to transfer the proposals to 175 related departments and units for further handling.

The CPPCC is a patriotic united front organization of the Chinese people, serving as a key mechanism for multi-party cooperation and political consultation under the leadership of the CPC, and a major manifestation of socialist democracy.

Members of the CPPCC are representatives of the CPC and non-Communist parties, personages without party affiliation, and representatives of people’s organizations, ethnic minorities and various social strata.

The CPPCC also has the representation of compatriots of Hong Kong, Macao and Taiwan, returned overseas Chinese, and specially invited people.
