NAIROBI, Kenya, Mar 5 – The Ethics and Anti-Corruption Commission (EACC) has initiated an inquiry into irregular tender awards and embezzlement of funds allegations against Bomas of Kenya (BoK).
EACC had received an allegation that the BoK had irregularly awarded the general property and work injury insurance cover tender to CIC General Insurance Limited during the financial years 2020–2021 and 2021–2022.
Evidence revealed that the tender was irregularly awarded in violation of procurement laws.
“Investigations established that BOK violated section 103 of the Public Procurement and Asset Disposal Act, 2015 and illegally awarded the tender to CIC. It was further established that since the tender for FY 2020-2021 was irregularly awarded,” EACC stated.
Consequently, the renewal clause for the tender in the subsequent financial year could not be legitimately executed, and no proper procurement process was followed for the renewal.
EACC noted that CIC Insurance was illegally paid Sh9.06 million for the two financial years in which payments were made out of flawed procurement processes.
On December 15, 2023, a report was compiled and forwarded to the Director of Public Prosecutions (DPP) recommending charges against several individuals, including officials from BoK and CIC General Insurance, for offenses such as conspiracy to commit a corruption offense, abuse of office, wilful failure to comply with procurement laws, and unlawful acquisition of public property.
The Commission has also initiated the process of recovering public property from CIC Insurance Company, pending the DPP’s response.
