Bomas convention complex to cost Sh42bn amid deadline pressure

The National Assembly Committee on Tourism and Wildlife was told the project is being financed by the Ministry of Tourism and Wildlife, with construction overseen by the Ministry of Defence.

NAIROBI, Kenya, Mar 28 – Construction of the Bomas International Convention Complex (BICC) will cost more than Sh42 billion, Parliament has heard, as concerns grow over whether the project will be completed in time for a major global summit.

The National Assembly Committee on Tourism and Wildlife was told the project is being financed by the Ministry of Tourism and Wildlife, with construction overseen by the Ministry of Defence.

Defence Principal Secretary Patrick Mariru said the project is on track and will be ready ahead of the planned Africa-France Summit on May 12.

The facility, sitting on 12 acres, will have a capacity of 11,000, including a 5,000-seater convention hall, a 3,500-seat auditorium and a presidential lounge. About 2,300 workers are currently on site.

However, lawmakers questioned both the timeline and planning of the project.

Committee Chair Kareke Mbiuki sought clarity on whether Kenya has formally secured hosting rights for the summit, noting reports that a French delegation had also inspected the Kenyatta International Convention Centre as an alternative venue.

MPs also raised concerns over procurement transparency, demanding disclosure of subcontractors and payment plans to avoid pending bills.

Some legislators doubted the project could be completed on time, citing its current progress, while others questioned the high cost compared to similar regional facilities.

The government maintains the complex will position Kenya as a key destination for conferences and events once complete.
