WOTE, Kenya Nov 27 – The Council of Governors (CoG) has recommended an increase in resource allocation in the 2022-2023 budget cycle in order to put more effort into supporting climate adaptation in the country.
This was revealed in a communiqué by the CoG during the 7th Devolution Conference, which was held in Makueni County from November 23 to November 26.
The CoG called on all levels of government to build on a public management legal framework to“ring-fence” much-needed public funds to be invested in climate change actions in the country.
“Both levels of government shall ensure more equitable distribution of resources for climate action and timely availability of the funds to County Governments and other institutions involved in climate action,” read the communiqué.
Delegates also called for the ministry of agriculture and the county governments to strengthen agricultural extension services, including expanding the public extension funding in order to ensure farmers at the grassroots level are involved in the fight against climate change.
Further, they called for the adoption of localized climate-smart technologies with special attention given to marginalized communities, people living with disabilities (PWD), and women.
“Both levels of government shall encourage adoption of farmer and private sector-led extension service and ensure access to climate and market information for informed farmer decision making,” it added.
The communiqué further recommended the formation of a new Senate committee to monitor county-level climate adaptation measures at the end of a 3-day sub-national climate summit in Makueni.
It was adopted by the delegates during the conference to spearhead climate action policies, legislation, strategies, and initiatives at a sub-national and national level.
