NAIROBI, Kenya, Dec 11 – The Moi Teaching and Referral Hospital (MTRH) has invited private investors to submit expressions of interest for the development of an ultra-modern medical training complex aimed at expanding the infrastructure of the College of Health Sciences (CHS).
In a Request for Expression of Interest (REOI), MTRH said the project will be delivered under a Design-Build-Finance-Maintain-Transfer (DBFMT) public-private partnership. The deadline for submission is December 18, 2024, at 10am.
The selected investor will design, build, finance, maintain, and equip the facility, and secure all necessary permits and approvals.
The proposed complex—featuring classrooms, laboratories, a library, offices and hostels—will be constructed on a 15-acre site located about 6km north of Eldoret town.
MTRH said the private partner may subcontract parts of the construction and maintenance but will remain fully responsible for meeting the terms of the project agreement.
The contract will run for 30 years, including a two-year construction phase and 28 years of operation and maintenance.
Under the PPP structure, the investor will also handle the collection of tuition and other student fees through an escrow account managed under a waterfall mechanism.
