Liaison, RUPHA roll out framework to boost private hospitals’ role in UHC

NAIROBI, Kenya, Dec 4 – Liaison Group and the Rural Urban Private Hospitals Association (RUPHA) have unveiled a new transformation framework aimed at strengthening private healthcare facilities and aligning them with Kenya’s Universal Health Coverage (UHC) agenda.

The initiative, known as RUPHA 360, focuses on four pillars: financial sustainability, digital efficiency, compliance with national UHC reforms, and operational capacity building.

The framework seeks to help private hospitals adopt structured financial planning and stronger risk controls amid low insurance coverage in the informal sector. Data shows Kenya’s informal workforce accounts for 83.3% of the population, yet only 2% have national hospital insurance and 20% are covered under public health schemes.

RUPHA 360 also promotes the use of digital tools such as automated claims systems, patient data platforms and analytics dashboards to improve accuracy, reporting and service delivery.

Liaison Group Managing Director Tom Mulwa said the initiative is designed to enhance the stability and effectiveness of private health providers.

“For many private healthcare providers, sustainability is as critical as service delivery. Through RUPHA 360, we are introducing financial discipline, digital capability and operational efficiency to support consistent, high-quality care,” Mulwa said.

The programme also aims to help facilities align with ongoing UHC reforms by guiding providers on compliance, quality standards and service delivery benchmarks.

RUPHA Chairman Dr. Brian Lishenga said the partnership underscores the need for coordinated progress between public and private sector players.

“For Kenya to achieve Universal Health Coverage, both public and private providers must move forward together. RUPHA 360 ensures private facilities are equipped with modern systems, digital tools and financial resilience,” he said.

The partners say the framework comes at a time when small and mid-sized private facilities face persistent challenges including underinsurance, weak financial buffers and fragmented risk management systems that hinder operational stability.
