The board says the decision was personal while accusing him of wrongly attributing it to the entire board.
Addressing journalists on Monday, NACADA Vice Chairperson Gladys Nasieku accused Mututho of disregarding operational procedures and systems by issuing personal statements over matters already under investigation.
“The board takes this early opportunity to distance and disassociate itself from press reports appearing in the media on June 19 and 20, 2015. We wish to categorically state that these sentiments did not emanate from a Board resolution as required by the NACADA Act and principles of good governance,” she stated.
Mututho had last week released reports to the media that the authority had lost Sh99 million through misappropriation.
Nasieku further accused Mututho of deliberately deciding not to work with the Board and Management in trying to address organizational issues saying his latest move had resulted to low morale among officials working for NACADA.
“As a Board we take great exception to the ultra-vires action of the chairman during his tenure so far at NACADA,” she lamented.
Among the accusations levelled against Mututho include, “creating unnecessary conflicts with partner organisations as can be vouched by frequent verbal and written complaints from these organisations.”
He is also accused of continuously, “and without involvement of the Board attempting to restructure the organization to create the position of Executive Chairman which does not exist in the NACADA Act.”
She said already an audit firm had been tasked to investigate the alleged misappropriation of funds.
The said unbecoming behaviour by the chairman, she said had caused undue stress and discomfort within the organisation.
“Additionally, these have caused concern to the Board and demoralized staff and affects NACADA’S overall performance,” she complained.
