County governments needs to be responsible for hiring their police force. If they become ineffective then they fire them not transfer them to another part of the country. The national government can be responsible for CID, GSU, the army, the air force, the navy etc. The majority in government should be pushing this kinds of reforms. In a healthy democracy the primary job of the party in the opposition is to criticize, criticize and criticize some more. They are supposed to criticize so much that the president is happy to retire at the end of their term. A dictator on the other hand is praised so much that he can’t imagine how he will survive without the sycophancy oxygen.

Yes. Local Policing should be semi-autonomous. You are on the right path of thought here!! I have been advocating for the devolution of the police services for a while now. Each county should have sole responsibility for its own police force. The commissioners for each county should be wholly responsible for the county policing under the county executive government.
Each county should be allowed to budget for their own needs for the simplest of reasons each county has different needs. For example Nairobi might require a Recce company while Turkana might require helicopter to pursue cattle raiders. Bungoma county might require SWAT like police while Busia might require CSI infrastructures whereas Mombasa might require more detectives to expose the dodgy characters.
The country doesn’t need national police force it needs county police forces. This would allow the national government to concentrate on cross county criminal activities, better training policies and intelligence gathering.

Mzalendo you made the suggestion even better. Could the writer of this article please present this as a memo to our MPs and senators? There reaches a time in a man’s or woman’s life when they have to put country before self. The insecurity gripping the country doesn’t need “nyumba kumi” it needs local policing with a local police force. This should be on the top agenda of our elected leaders this year 2014.
