We have a problem. <\/span><\/span>The recently released <\/span><\/span>State of the Climate in Africa 2020<\/span><\/span><\/a> report<\/span><\/span>,<\/span><\/span> indicates that<\/span><\/span> in 2020,<\/span><\/span> the climate indicators in Africa<\/span><\/span>,<\/span><\/span> were characterized by <\/span><\/span>extr<\/span><\/span>eme weather events <\/span><\/span>such as floods and droughts,<\/span><\/span>increasing<\/span><\/span> temperatur<\/span><\/span>es<\/span><\/span> and <\/span><\/span>accelerat<\/span><\/span>ed rise in<\/span><\/span> sea-level<\/span><\/span>s<\/span><\/span>. The <\/span><\/span>associated<\/span><\/span> impact was <\/span><\/span>devastating<\/span><\/span>. The report also<\/span><\/span>notes <\/span><\/span>that <\/span><\/span>b<\/span><\/span>y 2030<\/span><\/span>,<\/span><\/span> up to 11<\/span><\/span>8 million extremely poor people<\/span><\/span> will be exposed to drought, floods and extreme heat in Africa,<\/span><\/span> if response measures are <\/span><\/span>in<\/span><\/span>adequate<\/span><\/span>.<\/span><\/span>Additionally<\/span><\/span>, <\/span><\/span>climate change could further lower gross domestic product (GDP) <\/span><\/span>i<\/span><\/span>n <\/span><\/span>S<\/span><\/span>ub-Saharan Africa <\/span><\/span>by up to 3<\/span><\/span> percent<\/span><\/span> by 2050.<\/span><\/span> And Africa is not alone.<\/span><\/span><\/p>\n

It is against this dire backdrop<\/span><\/span> in Africa<\/span><\/span> and <\/span><\/span>the world<\/span><\/span>that <\/span><\/span>the <\/span><\/span>26th UN Climate Change Conference of the Parties (COP26)<\/span><\/span>\u00a0<\/span><\/span><\/a> is<\/span><\/span> conven<\/span><\/span>ing<\/span><\/span> in <\/span><\/span>Glasgow, Scotland<\/span><\/span>. <\/span><\/span>It brings <\/span><\/span>together governments, businesses, civil society and citizens <\/span><\/span>with the expectation of <\/span><\/span>commit<\/span><\/span>ments<\/span><\/span> to a<\/span><\/span>mbitious ac<\/span><\/span>tions <\/span><\/span>that are needed <\/span><\/span>to counter climate change.<\/span><\/span> Further delays in these commitments or if they are unambitious would spell doom to our destiny.<\/span><\/span><\/p>\n

In the build up to COP 26, <\/span><\/span>Kenya and other <\/span><\/span>countries<\/span><\/span>have been scaling up their climate actions at the sectoral and national levels. It is in this context that the Central Bank of Kenya<\/span><\/span> (CBK)<\/span><\/span> issued <\/span><\/span>Guidance on Climate-Related Risk Management (Guidance)<\/span><\/span><\/a> to the banking sector,<\/span><\/span> on October 15, 2021.<\/span><\/span> The <\/span><\/span>Guidance<\/span><\/span> is aimed at enabling banks to integrate climate-related risks into their governance, strategy, risk management and disclosure frameworks.<\/span><\/span><\/p>\n

Climate change poses three broad risks to banks. First, the <\/span><\/span>physical risk<\/span><\/span> to the loan portfolio <\/span><\/span>arising from damage or loss caused by climate and weather related events such as floods and drought. Second, the <\/span><\/span>transition risk<\/span><\/span> arising from the change<\/span><\/span>s towards a low carbon (green) economy. For instance, the <\/span><\/span>abandonment of previous<\/span><\/span>ly<\/span><\/span> well<\/span><\/span>–<\/span><\/span>entrenched energy sources such as coal<\/span><\/span>may lead to banks<\/span><\/span> be<\/span><\/span>ing<\/span><\/span> left with obsolete <\/span><\/span>stranded assets<\/span><\/span> that were used to secure loans.<\/span><\/span> Third<\/span><\/span>,<\/span><\/span> liability risk<\/span><\/span>that could arise from banks being sued for financing companies whose activities negatively impact the environment.<\/span><\/span><\/p>\n

Nevertheless<\/span><\/span>, efforts to mitigate and adapt to climate change also generate business opportunities for banks. These include the adoption of low emission energy sources, development of new products and services, access to new markets, housing and <\/span><\/span>resilient <\/span><\/span>infrastructure.<\/span><\/span><\/p>\n

Finance sits <\/span><\/span>at the center of business, and CBK\u2019s <\/span><\/span>vision is a banking sector that <\/span><\/span>works for and with <\/span><\/span>Kenyans<\/span><\/span> as spelt out in the <\/span><\/span>Kenya Banking Sector Charter<\/span><\/span><\/a> in 2019<\/span><\/span>.<\/span><\/span> Banks<\/span><\/span>should not just provide <\/span><\/span>banking<\/span><\/span> services, but should ensure <\/span><\/span>they <\/span><\/span>meet the needs of customers while also being aligned to environmental, social and governance considerations.<\/span><\/span> In the context of the actions to reverse the climate crisis,<\/span><\/span> we aspire for a world <\/span><\/span>where all financial services are green<\/span><\/span>. <\/span><\/span>T<\/span><\/span>hree milestones have been <\/span><\/span>reached<\/span><\/span>in this journey<\/span><\/span>.<\/span><\/span><\/p>\n

First,<\/span><\/span> in 2015<\/span><\/span>,<\/span><\/span> the Kenya Bankers Association (KBA) launched the <\/span><\/span>Sustainability Finance Initiative (SFI)<\/span><\/span><\/a>. The SFI aim<\/span><\/span>s<\/span><\/span> at raising awareness on environmental, social and governance risks and financing within the banking sector. KBA has set-up a comprehensive online training designed to enable <\/span><\/span>banks<\/span><\/span> to create long-term value for the economy, society and the environment. Currently, <\/span><\/span>all <\/span><\/span>38<\/span><\/span>banks are participating <\/span><\/span>and <\/span><\/span>over 30,000<\/span><\/span> bankers have <\/span><\/span>so far been <\/span><\/span>enrolled<\/span><\/span>.<\/span><\/span><\/p>\n

Second<\/span><\/span>, <\/span><\/span>in January 2020<\/span><\/span>,<\/span><\/span> the first corporate green bond in East and Central Africa<\/span><\/span> of Ksh.4.3 billion <\/span><\/span>was <\/span><\/span>issued by the Acorn Group<\/span><\/span> and <\/span><\/span>listed<\/span><\/span> at the Nairobi Securities Exchange (NSE). The bond was <\/span><\/span>also <\/span><\/span>admitted on the International Securities Market (ISM) segment at the London Stock Exchange (LSE). <\/span><\/span>The proceeds <\/span><\/span>were u<\/span><\/span>sed<\/span><\/span>to <\/span><\/span>build<\/span><\/span> e<\/span><\/span>nvironmentally-<\/span><\/span>friendly housing for university students.<\/span><\/span><\/p>\n

Third<\/span><\/span>, in <\/span><\/span>November 2020<\/span><\/span><\/a>,<\/span><\/span> Kenya<\/span><\/span>\u2019s largest bank,<\/span><\/span> KCB Bank<\/span><\/span>,<\/span><\/span> was accredited by the United Nations Green Climate Fund (GCF) as the first financial intermediary <\/span><\/span>for the<\/span><\/span> implementation of green financing in East Africa.<\/span><\/span>GCF <\/span><\/span>is the world\u2019s largest climate fund,\u00a0mandated\u00a0to support developing countries\u00a0raise and realize their\u00a0Nationally Determined Contributions (NDC)\u00a0ambitions\u00a0towards low-emissions, climate-resilient\u00a0pathways.<\/span><\/span><\/p>\n

While acknowledging these milestones, a lot more needs to be done to green Kenya\u2019s financ<\/span><\/span>ial system<\/span><\/span>,<\/span><\/span> and i<\/span><\/span>ssuance of the <\/span><\/span>Guidance<\/span><\/span> will <\/span><\/span>quicken <\/span><\/span>the journey <\/span><\/span>for the<\/span><\/span>banking sector. Over the <\/span><\/span>next<\/span><\/span> one-and-a-<\/span><\/span>half years, CBK will walk with banks to build capacity and integrate climate-related risk management in their day to day operations. <\/span><\/span>In turn, t<\/span><\/span>his will attract global funds that are looking for opportunities to finance initiatives that build climate resilience, <\/span><\/span>and <\/span><\/span>thus <\/span><\/span>positioning Kenya as a premier green finance hub.<\/span><\/span><\/p>\n

For Kenya and other countries, the time is now to build a truly sustainable financial system that works for and with the people. Ultimately all financing should be green.<\/span><\/span> The stakes are high<\/span><\/span>. There is<\/span><\/span> no<\/span><\/span> planet B.<\/span><\/span><\/p>\n
