{"id":45054,"date":"2012-11-23T13:03:22","date_gmt":"2012-11-23T13:03:22","guid":{"rendered":"https:\/\/www.capitalfm.co.ke\/news\/?p=45054"},"modified":"2012-11-23T13:09:41","modified_gmt":"2012-11-23T13:09:41","slug":"nairobi-turkana-to-get-highest-county-cash","status":"publish","type":"post","link":"https:\/\/www.capitalfm.co.ke\/news\/2012\/11\/nairobi-turkana-to-get-highest-county-cash\/","title":{"rendered":"Nairobi, Turkana to get highest county cash"},"content":{"rendered":"<p><div id=\"attachment_45055\" style=\"width: 418px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/www.capitalfm.co.ke\/news\/files\/2012\/11\/TURKANA-RESIDENTS.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-45055\" src=\"https:\/\/www.capitalfm.co.ke\/news\/files\/2012\/11\/TURKANA-RESIDENTS.jpg\" alt=\"\" title=\"TURKANA-RESIDENTS\" width=\"408\" height=\"245\" class=\"size-full wp-image-45055\" srcset=\"https:\/\/www.capitalfm.co.ke\/news\/files\/2012\/11\/TURKANA-RESIDENTS.jpg 408w, https:\/\/www.capitalfm.co.ke\/news\/files\/2012\/11\/TURKANA-RESIDENTS-300x180.jpg 300w\" sizes=\"auto, (max-width: 408px) 100vw, 408px\" \/><\/a><p id=\"caption-attachment-45055\" class=\"wp-caption-text\">Turkana with a population of 855,399, will get Sh8.1 billion\/XINHUA-File<\/p><\/div><strong>NAIROBI, Kenya Nov 23 &#8211; Nairobi, Turkana and Mandera will get the highest allocation while Lamu and Tharaka-Nthi will get the lowest share if Parliament adopts a new method of sharing cash among the 47 counties.<\/p>\n<p>A report by Parliament&#8217;s Budget Committee recommends that the population parameter under the allocation formula released by the Commission on Revenue Allocation be slashed to 45 percent of the total allocation, down from the initial 60 percent.<\/strong><\/p>\n<p>The report which was submitted in the House by committee vice-chairman Alfred Sambu (Webuye) said CRA&#8217;s formula presented to the committee was agreeably, the best compromise to ensure equitable distribution of the Sh203 billion revenue among the counties.<\/p>\n<p>&#8220;After wide consultations with key stakeholders and after taking into consideration views emerging from members of the public, the committee agreed on key parameters that will form the basis for revenue allocation, namely population (45 percent),&#8221; said the committee in its report. &#8220;This is a living formula and could be amended in the subsequent years should need arise.<\/p>\n<p>They agreed with the commission that the population parameter still account for the largest criteria in sharing out the Sh203 billion which represents 33 percent of the national revenue collected by the Treasury in the last audited financial year against the 15 percent minimum proposed under the Constitution.<\/p>\n<p>The committee agreed with the commission&#8217;s proposal that Sh407 billion of the revenue collected will go to the national government.<\/p>\n<p>The Poverty Index will account for 20 percent while land area will account for eight percent. Basic equal share will account for 25 percent while the fiscal responsibility was maintained at two percent.<\/p>\n<p>Each county will get a uniform allocation of Sh1.08 billion per county.<\/p>\n<p>Based on the formula, Nairobi, with a population of Sh3.1 million, will receive Sh10.1 billion while Turkana with a population of 855,399, will get Sh8.1 billion in the 2012\/2013 financial year.<\/p>\n<p>In the bottom five are Lamu, which will receive Sh1.6 billion, Isiolo Sh2.3 billion while Tharaka-Nithi will receive Sh2.4 billion, Elgeyo Marakwet Sh2.5 billion and Taita Taveta Sh2.58 billion.<\/p>\n<p>The Treasury also set aside Sh3 billion for the Equalisation Fund comprising five percent of the national revenue.<br \/>\n<!--nextpage--><br \/>\nThe commission had recommended in its report released in April that the Equalisation Fund (0.5 percent of the national Budget) be disbursed from the 2013-2014 financial year when county governments will be functioning.<\/p>\n<p>It also proposed that the funds set aside for the 2011-2012 and 2012-2013 financial years be rolled over to the 2013-2014 financial year.<\/p>\n<p>The sectors to be targeted for improvement are water, education, health services, energy and rural access roads.<\/p>\n<p>CRA in its report to the House relied on the population data from the 2009 Housing and Population Census.<\/p>\n<p>Article 212 of the Constitution dictates that Parliament give final approval.<\/p>\n<p>For the funds to be channelled to the counties, Parliament will have to pass two Bills &#8211; the Division of Revenue Bill which deals with sharing of revenues between the national and county governments and the County Allocation of Revenue Bill which relates to the sharing of revenue among the counties, at least two months before the end of each financial year.<\/p>\n<p>In its report in April, the Cheserem Commission said the money will be allocated to the 47 counties based on a population at 60 percent, poverty levels at 12 percent, size at six percent, and fiscal responsibility pegged at two percent. The remaining 20 percent will be shared equally among the 47 counties.<\/p>\n<p>MPs opposed the formula used, saying it was meant to increasingly marginalise their regions while others threaten to move court to block the implementation of the formula in case they are unsuccessful in amending in Parliament.<\/p>\n<p>The MPs mainly from North Eastern and Eastern Regions said the formula works against the principle of devolution.<\/p>\n<p>The World Bank also faulted the formula saying it unduly favoured marginalised counties at the expense of established ones and the economy.<\/p>\n<p>The bank said that while the Commission for Revenue Allocation formula addressed short-term equalisation across counties, the portion of revenue shared equitably should have been increased to avoid slowing down the progress of developed counties like Nairobi.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>NAIROBI, Kenya Nov 23 &#8211; Nairobi, Turkana and Mandera will get the highest allocation while Lamu and Tharaka-Nthi will get the lowest share if Parliament adopts a new method of sharing cash among the 47 counties.
