{"id":35671,"date":"2012-04-12T13:44:54","date_gmt":"2012-04-12T13:44:54","guid":{"rendered":"https:\/\/www.capitalfm.co.ke\/news\/?p=35671"},"modified":"2012-04-12T16:13:06","modified_gmt":"2012-04-12T16:13:06","slug":"92pc-of-city-hall-workers-incompetent-pwc","status":"publish","type":"post","link":"https:\/\/www.capitalfm.co.ke\/news\/2012\/04\/92pc-of-city-hall-workers-incompetent-pwc\/","title":{"rendered":"92pc of City Hall workers incompetent &#8211; PwC"},"content":{"rendered":"<p><div id=\"attachment_35672\" style=\"width: 418px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/www.capitalfm.co.ke\/news\/files\/2012\/04\/CITY-HALL.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-35672\" src=\"https:\/\/www.capitalfm.co.ke\/news\/files\/2012\/04\/CITY-HALL.jpg\" alt=\"\" title=\"CITY-HALL\" width=\"408\" height=\"245\" class=\"size-full wp-image-35672\" srcset=\"https:\/\/www.capitalfm.co.ke\/news\/files\/2012\/04\/CITY-HALL.jpg 408w, https:\/\/www.capitalfm.co.ke\/news\/files\/2012\/04\/CITY-HALL-300x180.jpg 300w\" sizes=\"auto, (max-width: 408px) 100vw, 408px\" \/><\/a><p id=\"caption-attachment-35672\" class=\"wp-caption-text\">The Nairobi City Hall has a bloated workforce according to PwC\/ FILE<\/p><\/div>NAIROBI, Kenya, Apr 12 &#8211; An audit by PriceWaterhouseCoopers has revealed that 92 percent of the City Council of Nairobi workforce is incompetent. <\/p>\n<p>The appraisal commissioned in 2010 has recommended that the council trims its large and inefficient workforce.<\/p>\n<p>Town Clerk Philip Kisia promised action although he said it would take a long time and resources to implement.<\/p>\n<p>&#8220;The report emphasises the need for quality service delivery that is responsive to the needs of stakeholders and good governance,&#8221; said Kisia who added that the council&#8217;s monthly wage bill is Sh580 million.<\/p>\n<p>Fifty eight percent of city council workers are not educated beyond primary school level, while 39 percent of staff in managerial grades hold a minimum of a Bachelor&#8217;s degree.<\/p>\n<p>Kisia said that slightly over one quarter of the council&#8217;s workforce was 50 years and over, and therefore likely for retirement.<\/p>\n<p>Despite the council&#8217;s huge monthly wage bill, the report recommends that council staff be remunerated accordingly and that the council should recruit more personnel with technical skills.<br \/>\n<object width=\"420\" height=\"315\"><param name=\"movie\" value=\"http:\/\/www.youtube.com\/v\/lTElJO9LLbA?version=3&amp;hl=en_US&amp;rel=0\"><\/param><param name=\"allowFullScreen\" value=\"true\"><\/param><param name=\"allowscriptaccess\" value=\"always\"><\/param><embed src=\"http:\/\/www.youtube.com\/v\/lTElJO9LLbA?version=3&amp;hl=en_US&amp;rel=0\" type=\"application\/x-shockwave-flash\" width=\"420\" height=\"315\" allowscriptaccess=\"always\" allowfullscreen=\"true\"><\/embed><\/object><\/p>\n<p>&#8220;We could be bloated but at the same time I do not have enough planners. For instance one engineers is expected to take care of over a million city dwellers,&#8221; he explained.<\/p>\n<p>The Town Clerk said that the council will consider proposals ensuring that directors are employed on contract basis to ensure that contracts are only renewed on performance.<\/p>\n<p>The report also recommends that the council immediately starts to deploy staff to areas for which they are qualified.<\/p>\n<p>Kisia affirmed that the council had dealt well with the first report released last year which revealed that there were 4,215 ghost workers on City Hall&#8217;s payroll.<\/p>\n<p>On technology, the report wants the council to do away with its archaic systems that have put over reliance on paper work and limited use of technology.<\/p>\n<p>Further the council is expected to review its structures and align them to those established by devolution and break its highly centralized organization system.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>NAIROBI, Kenya, Apr 12 &#8211; An audit by PriceWaterhouseCoopers has revealed that 92 percent of the City Council of Nairobi workforce is incompetent.
