ODM designates Karen MCA Nairobi County Assembly Minority Leader

NAIROBI, Kenya, Nov 15 – The Orange Democratic Movement (ODM) has appointed Karen ward MCA David Mberia its Minority Leader in the Nairobi County Assembly.

Mberia replaces Kileleshwa MCA Elias Otieno who held the position until his ouster on Thursday after 44 colleagues in the minority party and coalition – National Super Alliance (NASA) – sign a petition calling for his removal.

Otieno held the Majority Leader position in the Second Assembly (2013 – 2107) was accused of undermining his party’s candidate in the recently concluded Kibra parliamentary by-election where he campaigned for a ODM-affiliate under NASA, Amani National Congress’ Eliud Owalo.

ODM communicated the changes to the Assembly Speaker Beatrice Elachi on Friday.

“I wish to communicate that pursuant to the Nairobi City County Assembly Standing Order No. 21(1), the ODM Party leadership has designated Hon. David Njilithia Mberia , the MCA for Karen Wars as the Leader of Minority Party and Coalition in the Assembly,” a letter signed by ODM Executive Director Oduor Ong’wen read.

The motion to have Otieno ejected from the influential Assembly leadership position was fronted by Kabiro MCA Clarence Otieno and handed over to the party’s Minority Whip Peter Imwatok.

The petition was signed by members in a parliamentary meeting attended by all MCAs of NASA affiliate parties predominately made up of ODM in the presence of the ousted Minority Leader.

The Minority Whip said the meeting was guided by the Nairobi County Assembly Standing Order 21 and Section 10(3) of the County Governments Act, 2017.

Otieno was accused of defying the ODM party position on several occasions including on the reinstatement of Assembly Speaker Beatrice Elachi.

The MCAs also cited is incompetence claiming that he failed to provide the Minority Party/Coalition with direction when required.

He was accused of opposing the nomination of Nairobi West MCA Maurice Gari to the Assembly’s Public Service Board.

MCAs faulted Otieno for going to court to sue ODM over his nomination, instead of using dispute resolution mechanisms under the party’s constitution.

Otieno was also accused of disrespecting the women leadership.
