Governor Nyong’o signs into law Sh11.8bn budget, says spending plan well-balanced

KISUMU, Kenya, Sep 17 –Kisumu Governor Anyang Nyong’o on Tuesday signed into law the 2019/20 Budget and Appropriation Bill with a commitment to deliver on his promises to the people.

Nyong’o said the delayed adoption of the Sh11.8 billion budget by the Assembly negatively impacted on the delivery of critical services.

He promised to speed up development initiaves noting that three months had already been wasted over an impasse with the County Assembly on the budget.

“The budget process should end by end of June of the calendar year. The delay in completing the process has had some effects on the county fiscal operation,” he said.

The Governor applauded the Assembly for passing a well-balanced budget that set aside 34 percent for development.

Nyong’o said his administration will not let down the people of Kisumu as he focuses on his campaign pledges to uplift the welfare of the electorate.

Acting Speaker Elisha Oraro who was present echoed the sentiments of the Governor noting that services were unreasonably interrupted for three months.

Oraro urged the executive to ensure that they catch up since the budget has now been signed into law.

“It is true that we have eaten into three months for the financial year 2019/20, therefore it would require a lot of effort, dedication and commitment so that we can compensate on the lost three months,” he said.

He announced that the Assembly will now fast-track the passage of pending Bills, that includes road maintenance and Village Council Bills.

Oraro said the Assembly will not lose sight on its oversight role noting that it will not be combative but through constructive engagement.

The Assembly is now strengthening its committees to ensure what is passed in the budget is implemented, he added.

The issue of the embattled County Executive Committee Member for Finance Nerry Achar who stands impeached also came up with Oraro maintaining the decision is irreversible.

This is after Governor Nyong’o explained that he has not received any communication from the Assembly over the impeachment of his CEC Member for Finance.

Oraro noted that the communication to the Executive was delayed as a result of a court case that is set to be heard in Kisumu on Wednesday.

“After the impeachment, we received a court directive,” he explained.
