NAIROBI, Kenya, Nov 9 – The personal data off all police officers will be captured on a biometric database to improve efficiency.
Interior Cabinet Secretary Fred Matiangi has asked Inspector General Joseph Boinnet to oversee the one-month exercise for the 90,000 officers from December 3.
The reforms include the adoption of a digital Human Resource Information Management System that will bear accurate, real-time data on each officer, including his or her recruitment, training, career progress, deployment, family records and other related information.
“This is the first time that such a record has been created within the service’s history. We believe that it will infuse accountability, efficiency, honesty and professionalism amongst our officers,” the CS said.
This exercise, he said, will help the police service to accurately track the career mobility, deployment, status and performance of all the officers.
He said this is part of the proposed police reforms that are set to restore public trust on the police service as well as enhance transparency and accountability.
He was speaking during the launch of the new Internal Affairs Unit offices at KCB Tower in Upper Hill on Friday, where he revealed that police will starting next month start receiving their house allowances.
“We will develop real tools of measurement to answer the critical question of how people perform, and how their record of service speaks to their status and deployment within the service,” Matiangi said.
IG Boinnet committed to work with all stakeholders including the civil societies and the Independent Policing Oversight Authority, to ensure NPS meet the internationally acceptable standards.
