Jubilee proposes Kimunya, Kawira and 2 others for House Business Committee

NAIROBI, Kenya, Sep 13 – Majority Leader Aden Duale is Wednesday expected to submit the Jubilee Party’s nominees to sit in the crucial House Business Committee.

Speaking after President Uhuru Kenyatta opened the First Sitting of the Twelfth Parliament, Duale told parliamentary journalists that he will be seeking MPs approval of the four names to the seven member Committee, which sets the weekly agenda of the House.

Jubilee Party has proposed Kipipiri MP and former Finance Minister Amos Kimunya, Kitutu Masaba MP Shadrack John Mose, Meru County Woman Representative Kawira Mwangaza and Turkana County Woman Representative Joyce Akai Emanikor to be members of the powerful Housekeeping committee.

The Committee which is established under the provisions of Standing Orders also consists of the Speaker as the Chairperson, the Leader of the Majority Party and the Leader of the Minority Party.

Each parliamentary party is required to include its Whip into the membership of the House Business Committee.

The NASA Coalition which comprises of Raila Odinga’s Orange Democratic Movement (ODM), Kalonzo Musyoka’s Wiper Democratic Party, Musalia Mudavadi’s Amani National Congress (ANC) and FORD-Kenya of Moses Wetangula – who is also the Bungoma Senator and the Senate Minority Leader-Designate – are yet to give an indication on who they will be nominating to the agenda setting team.

In a bid to address this shortcoming, ODM Chairman John Mbadi (Suba South) indicated the Coalition will soon hold a retreat for its members as a part of the NASA Pre-Election Power Sharing Agreement which says the Principals will discuss House leadership positions and give MPs directions as members of the affiliate parties.

The House Business Committee is appointed within seven days on assembly of a new House and is charged with the responsibility to prepare and adjust the Parliamentary Calendar with the approval of the House.

The Committee which is chaired by the Speaker also takes decisions and issues directives and guidelines to prioritize or postpone any business of the House, acting with the concurrence of the Leader of the Majority Party or the Leader of the Minority Party.

The Chairperson and at least one third of the other members of the House Business Committee shall form a quorum.
