NAIROBI, Kenya, Mar 20 — The Second Annual Legislative Summit that will evaluate the failures and successes of devolution kicks off in Mombasa.
The theme of the summit is ‘Taking stock of gains made and preparing for transition’ and will take stock of the complementary law making, oversight and budgeting functions of the Senate and County Assemblies.
It will also reflect on the period since the inception of devolved systems and determine how stronger institutions can be established going forward.
The forum comes during a time when elected leaders are defending their score cards, as majority seek to defend their positions in the August polls.
President Uhuru Kenyatta will officially open the Summit on Tuesday.
