NAIROBI, Kenya, October 24 – The positions of chairperson and members of the Independent Electoral and Boundaries Commission (IEBC) has been advertised by the Selection Panel.

In an advert placed in the local dailies, those who apply for the post of chairperson need to have a degree from a recognised university and have proven relevant experience in electoral matters, management, finance and governance.

“Pursuant to Articles 88, 166 (3) and 250 of the Commission of Kenya, 2010, Sections 5 and 6 of the Independent Electoral and Boundaries Commission Act, 2011 and paragraph 3 of the First Schedule thereto, and the First Schedule of the Elections Laws (Amendment) Act, 2016, the Selection Panel for the Appointment of Commissioners of the Independent Electoral and Boundaries Commission invites applications from qualified persons who satisfy the provisions of the Constitution, the IEBC Act and the Elections Laws (Amendment) Act for appointment as Chairperson and members of the Independent Electoral and Boundaries Commission,” it read.

The advert further pointed out that the individual must also be qualified to hold the office of the Supreme Court Judge.
“The applicant for the position of chairperson must have at least fifteen years experience as a Superior Court judge or a distinguished academic, legal practitioner,” it stated.

It further stated that he must meet the requirements of Chapter Six of the Constitution.

It indicated that the chairperson and members of the IEBC shall be appointed for a single term of six years.

The IEBC Selection Panel is set to conduct interviews for the recruitment of a new chairperson and commissioners from mid next month.

The panel will then conduct interviews of the shortlisted candidates in public between November 22-26, 2016.

It will then forward names of successful nominees to President Uhuru Kenyatta on November 30, 2016.

“The 11 names we are going to give to the President will be names of very credible people. People that any of them can be appointed to a position that they can serve in a dignified manner and integrity that it deserves,” said the former Permanent Secretary in the Office of the Vice President and Ministry of Home Affairs, Heritage and Sports.

After conducting interviews, the Selection Panel shall select two persons qualified to be appointed as IEBC Chairperson and nine persons qualified to be appointed as members of the electoral body and shall forward the names to President Kenyatta for nomination of one person for appointment as the Chairperson and six persons for appointment as members.

President Kenyatta shall, within seven days of receipt of the names forward the list of nominees to the National Assembly for approval in accordance with the Public Appointments (Parliamentary Approval) Act.

He shall, within seven days of receipt of the names approved by the National Assembly, by notice in the Gazette, appoint the Chairperson and the members of the Commission.

The Selection Panel shall stand dissolved upon the requisite appointments being made.
