Jubilee willing to trim 11 member team to strike accord with CORD

The Opposition was further of the view that each of the negotiating side should have four joint secretaries who should not be parliamentarians or parliamentary staff, a proposal that Jubilee rejected insisting that negotiations were purely parliamentary business.

Jubilee explained that the committee members were free to consult professionals and present their views but not have them in the committee.

“We will not allow the independence of the and there is no room for the injection of strangers into parliamentary business.”

CORD further recommended that members of the negotiating teams should report to their respective coalition and then present the outcome of the negotiations to Parliament ‘with no possibility of a negative vote’.

Jubilee on the other hand, was not in favour of the negotiating teams reporting to their parties upon completion of the process but instead was of the view that the committee should table the final product to Parliament.

“The product of the deliberations in the Select Committee will be tabled in Parliament as is the tradition and requirement of the Standing Orders and the Constitution.”

Both Jubilee and CORD concurred that the joint committee should complete its negotiations within one month to ensure the date of election in 2017 is not altered.

“As such we ask our CORD colleagues to agree to the start of the negotiations without any undue delay, as we must keep to the electoral timetable.”
