IEBC officials seek time to respond to PAC report

The Committee further raises queries as to why the government secured a loan from the Standard Chartered Bank for the purchase of the kits despite the Treasury having already allocated money for the same. The kits failed to work.

Also on the spot is commission chief executive officer Ezra Chiloba, who has been accused of releasing Sh300 million in pending bills to suppliers yet such payments had been stopped pending scrutiny of all vouchers.

In a special forensic audit in 2014, Auditor Edward Ouko accused former IEBC chief James Oswago of mismanaging the BVR tender, leading to costlier government-to-government procurement.

Kenya bought 15,000 BVR kits using borrowed funds and at a price that was nearly double the initial budget.

The so-called government-to-government deal was awarded to the Canadian Commercial Corporation, a subsidiary of the Canadian government in August 2012 at a cost of Sh7.2 billion, nearly double the initial Sh3.9 billion budget that the IEBC had set aside for the project.

PAC had sought to know why the tender committee disregarded clear recommendations by the evaluation team.

When he appeared before the committee, Chiloba admitted approving the payment barely two months into office.

He said his predecessor had already acquired the kits and I had no choice but to effect the payment.
