Unity key in Africa’s terrorism war, say leaders

The report indicated that terror threats cannot be won if there were not concerted efforts from all parties.

It points out that porous borders, corruption, lack of coordination between security forces and the criminal justice system as some of the issues hampering the efforts to fight terror.

It recommends the need to have a common plan that will assist in enhancing border control and sharing of intelligence.

Reporting on the outcome of the Committee of Intelligence and Security Services in Africa (CISSA) that also met in Nairobi last week, outgoing NSI Director General Michael Gichangi said the country as well as the continent needed to invest more in prevention measures.

“CISSA intend to enhance efforts that will create a hostile environment for extremist and terrorist to operate,” he said.

He however noted that all stakeholders must work together.

The committee recommended that the head of states should, “continuously review and reshaping policies on counter terrorism and de-radicalization programmes in the country.”

They also recommend that regulations on Internet use be reviewed to ensure youths are not radicalised through social media platforms.

“The head of states should also ensure the prevention of member states in Africa to be used as safe havens for terrorist,” he stated.

The representative of the European Union said Africa should adopt a law that bans payment of ransom as they serve as major source of finances to terrorist groups.

Kenya, Nigeria and Somalia are example of African states that continue to face the threat of terror.

Tuesday’s meeting in Nairobi was held in a bid to agree on concrete steps meant to enhance the ongoing efforts to effectively address the threat of terrorism, including the early ratification and domestication of the relevant AU and international instruments.
