Deputy Governor Jonathan Mueke explained that this will reduce time wastage at payment points across the county.
He further stated that this will reduce corruption in the sector and triple revenue which will in turn enhance service delivery to Nairobi residents.
“We are going cashless and we are computerising all our revenue collection. Coming next is going to be individual parking for all motorists. Now you will not have to put your car at a parking spot somewhere in town and wait for somebody for 30 minutes in a yellow coat or a white coat and if they don’t come and you are in a hurry, they clamp you in three minutes. Now you can pay for your parking when you are at home,” he stated.
He states that the e-payment system for private motorists will be launched in two weeks time in addition to a metered parking system where vehicle owners will only pay for the amount of time they park.
Mueke indicated that the platform has also been made available to all of City Hall tenants.
“We have many estates that are owned by the county. Those tenants don’t have to pay their rents anymore at City Hall or at Makadara. They can pay using M-PESA, online, through their agents and they have several other ways and modes of payment,” he said.
He indicated that motorists and rent payers can do so through the county government’s online platform by logging into the website address, https://epayments.nairobi.go.ke then selecting parking or house and markets from the menu on the left panel.
They can then enter the e-wallet PIN and amount to pay then confirm the transaction after which an SMS notification for successful payment will be received.
Mueke said the revolutionary platform will offer convenience for Nairobi residents in payments of services as well plug loopholes for rent-payment.
“One can avoid standing in long queues, wasting precious man-hours and make a payment from virtually anywhere, including from the convenience of their living rooms. Processing time is also much shorter as proof of payment is received almost in real time,” he stated.
Speaking when the e-payment module went live, Governor Evans Kidero revealed that e-payment for land rates and Single Business Permits were already operational and had helped ease long queues at City Hall.
“We have activated this system today and it is accessible to Nairobi residents intending to pay for seasonal parking or rent through their mobile phone handsets, authorised banks and agents, Huduma Centers at Teleposta Towers, City Square Post Office and Makadara County Offices (formerly DC’s office) and from a link on the county’s web portal,” he stated.
The e-payment solution and the web portal are part of the transformation program which started in 2013 and is aimed at improving efficiency and accountability in the collection and management of city hall funds.
Matatu operators and tenants can also dial *217# on their phones to access the pay system.
JamboPay Chief Executive Officer Danson Muchemi said that the initiative will ease citizens’ interaction with the County Government.
“We will continue supporting the county with cutting edge technology and support services. We are targeting to recruit 6,000 revenue collection agents in the city to support this service” he stated.
