Abdullahi tore into the former Chief Registrar of the Judiciary Gladys Boss Shollei, and wondered why the Ethics and Anti-Corruption Commission has not brought up charges against her, given the numerous underhand deals uncovered in a special audit report during her tenure.
“From my own knowledge I know that the EACC has finished that investigation, including the one for the house for the Chief Justice. Because I’m told that one is very easy because 310 (million shillings) came to Kipkorir’s account, how much went to this, they’ve done all this. But I think it’s for Kenyans to ask why EACC has not forwarded the report to the DPP. And I know from my own knowledge they’re sitting on that file and I’ve heard also that it’s because a senior government official has told them not to take it forward. You can quote me on that,” he said.
Another accusation against Shollei that he said would be easy to prove, was that she claimed sitting allowances as the Secretary to the Judicial Service Commission (JSC) for 70 meetings she did not attend.
“When we say that she has not sat in 70 meetings of the commission and she has paid herself I think Sh3.5 million, I mean that is theft. Even under the penal code it is easy to frame that charge. The evidence is easy to get, why has she not been charged or exonerated?” he posed.
He also encouraged PAC to carry out further investigations into reports – credible he alleged – that she took kickbacks for the contracts she awarded at the Judiciary.
“Chairman I think the issues I’ve raised on CMC and DT Dobie need to be investigated. I don’t want to disclose client confidentiality but I was told by a very… who I will not mention that there was a Land Rover Discovery that was given as a kickback,” he told PAC Chairman and Budalang’i Member of Parliament Ababu Namwamba.

Abdullahi went further and dragged Ainabkoi Member of Parliament Samuel Chepkonga (who is the National Assembly’s Justice and Legal Affairs Committee Chairman) into the increasingly deep muck of corruption at the Judiciary.
“His daughter who I think has a Bachelor of Science in Forestry was employed in the Judiciary. The records are there, the human resources records are there. There’s a tender, I think worth about Sh150 million, a company associated with him was awarded,” Abdullahi claimed.
Conflicts, he said, Chepkonga should have made public when his committee carried out an inquiry into the circumstances surrounding Shollei’s interdiction by the JSC.
“We didn’t refuse to go despite knowing it was going to be a slaughter house. We just sent our advocate, Paul Muite, to ask for more time so we could prepare a written report and they refused,” he said.
He did not spare fellow advocate Donald Kipkorir, who has also acted as Shollei’s legal counsel in her battles with the JSC.
Abdullahi accused Kipkorir of presiding over the questionable deals for which Shollei was sacked and being investigated; including the Sh310 million spent on purchasing a residence for the Chief Justice.
