The Waki Commission chaired by Judge Philip Waki was set up by the former President Mwai Kibaki and Prime Minister Raila Odinga in 2008 to investigate the clashes following the disputed Kenyan Presidential Election of 2007.
They came up with a “secret” envelope that was delivered to the Annan-led team of negotiators and it had a list of names of the suspects who fuelled the atrocities.
Annan then handed the list to the former ICC Prosecutor Luis Moreno Ocampo.
