French supplier Safran Morpho is said to be holding on to kits that are ready for supply until it receives a further payment of Sh3.6 billion.
The government stepped in (in August) to procure the BVR kits in a government-to-government arrangement after the IEBC cancelled the initial tender that was surrounded by controversy.
The government also agreed to make amendments to the Elections Act, to reduce the period for closure of the voters register from 90 days to 45 days before the elections, a procedure that is yet to be actualized.
The IEBC had announced that it intended to roll out nationwide voter registration on November 1 but the process is certain to be delayed following the delays with delivery of the kits.
