, NAIROBI, Kenya, Jul 16 – At least 133,000 civil servants and National Youth Service (NYS) personnel will from the end of this month get a salary increment.
The pay rise has been pending since 2007 when recommendations were made by the defunct Permanent Public Service Remuneration Review board for harmonisation of basic pay in the public service.
Public Service Minister Dalmas Otieno said on Monday that the new salary adjustments would involve civil servants in job groups A to T.
“Unionisable Civil Servants in job groups A to L have been awarded an increase of between 17-18 percent. With this adjustment, the government has fully met the demand by the Union of Kenya Civil Servants and has up to now raised salaries for Civil Servants in this category by an average of 53 percent between July 2007 and July 2012,” the minister stated.
Those in job groups M to T got a 12-20 percent increment.
He said the ministry had received Sh6.8 billion in this financial year for the salary adjustments.
“We have been doing it for different groups over the last three years and this is the last batch. I do not want other categories of employees to think we have made a salary increase to some civil servants and left the others. This is actually a debt that had been approved before only that it is being implemented now,” the minister emphasised.
The minister said this was expected to restore harmony and equity in the public service remuneration structure.
“Salary increases in the public sector will now no longer be awarded on the basis of agitation for higher pay but on the basis of universally acknowledged remuneration factors for determining pay to be determined through a service wide job evaluation exercise,” he pointed out.
The lowest category of employees in job group A which is the entry level will now earn a minimum monthly salary of Sh8,910 up from Sh7,619.
Those in the higher job group T will earn a minimum of Sh152,060 per month up from Sh127,980 per month.
The salary adjustment will involve a total of 131,745 civil servants in job groups A to T and 1,577 officers in the National Youth Service.
For the National Youth Service officers, the salary increment ranges from 12-22 percent.
This means that those in the lower job group PG1 will now earn a minimum of Sh13,200 up from Sh11,010 while those in the higher job group PG 15 will earn a minimum of Sh152,060 up from Sh127,980.
“This brings the NYS salaries within reasonable levels in comparison to the disciplined services,” the minister remarked.
