Kenya Cabinet meets

NAIROBI, Kenya, Feb 4 – This is a statement from State House on Thursday\’s Cabinet meeting.

The Cabinet on Thursday approved the Witness Protection Bill for submission to Parliament. The bill proposes the establishment of an autonomous agency for the protection of prosecution witnesses, especially in major offences.

The Cabinet met under the chairmanship of President Mwai Kibaki at State House Nairobi.

The Witness Protection Bill borrows heavily from best practices in other countries. Once in place, Kenya will be the third country in Africa to have such an agency.

Cabinet also approved the National Construction Authority Bill 2009 for presentation to Parliament. The Bill proposes the establishment of a National Construction Authority.

The mandate of the authority will be the legislation and accreditation of contractors in the construction industry. The authority will register and accredit the various players in the industry including skilled workers and supervisors.

The authority will also supervise, promote and stimulate growth of the construction industry, enhance capacity building and standardization of building materials.

Meanwhile President Kibaki has summoned all permanent secretaries, chief executives and provincial commissioners for a meeting tomorrow Friday 5th February, 2010 at the Kenya Institute of Administration (KIA), Lower Kabete Nairobi to review and take stock of the fight against corruption.

The meeting is aimed at giving new impetus in the fight against corruption. On Jamhuri Day last year, President Kibaki instructed PS’s to take action against public officers found to be engaging in corruption in the public service.

Tomorrow’s meeting will also focus on the steps being taken to streamline Government procurement systems that are especially prone to corruption.

The meeting will also be addressed by the Rt. Hon. Prime Minister Raila Odinga and the Minister for Public Service Hon Dalmas Otieno.

President Kibaki is expected at the venue of the meeting at 9.15 am. Media are welcome to cover the event.
