    Mr Hassan is creating complications where there should be none. With a devolved system, it should be pretty easy to conclude everything at the county level. The role of the IEBC should be to tally the totals received from the county levels for president and the parliamentary and senate winners.  A man living in Mombasa has zero interest or reason to know what councillor, or governor was elected in Kakamega. Just release the results online and let the media take care of the rest: then issue the final, OFFICIAL results whom nobody will pay attention to. Now, wasn’t that simple?  American county officials conduct an polls with sometimes 20 different elections!
