{"id":76333,"date":"2022-02-21T16:21:12","date_gmt":"2022-02-21T13:21:12","guid":{"rendered":"https:\/\/www.capitalfm.co.ke\/business\/?p=76333"},"modified":"2022-02-21T16:22:12","modified_gmt":"2022-02-21T13:22:12","slug":"russia-seeks-to-regulate-cryptocurrencies","status":"publish","type":"post","link":"https:\/\/www.capitalfm.co.ke\/business\/2022\/02\/russia-seeks-to-regulate-cryptocurrencies\/","title":{"rendered":"Russia seeks to regulate cryptocurrencies"},"content":{"rendered":"<p class=\"header\"><strong><span class=\"city\">Moscow<\/span>,\u00a0<span class=\"country\">Russia, Feb 21 &#8211;\u00a0<\/span>The Russian finance ministry said Monday it had submitted draft legislation regulating cryptocurrencies, including client identification and a cap on investments.<\/strong><\/p>\n<p>Russia is one of the world&#8217;s top crypto-mining nations and authorities have for years criticised cryptocurrencies over fears they can be used for illegal activities and called for regulation.<\/p>\n<p>In January, the central bank proposed an outright ban on cryptocurrencies but the finance ministry has been pushing to regulate the sector to help attract investment.<\/p>\n<p>&#8220;The proposed changes are aimed at creating a legal market for digital currencies with the establishment of rules for their circulation and the circle of participants,&#8221; the ministry said in a statement.<\/p>\n<p>Under the bill, cryptocurrencies would be permitted only as an investment instrument.<\/p>\n<p>Foreign cryptocurrency exchanges will also have to obtain a license in Russia, among other proposals.<\/p>\n<p>&#8220;Operations involving the purchase or sale of cryptocurrency will be possible only if the client is identified,&#8221; the finance ministry also said, a move that would put an end to anonymity, a key principle of the crypto world.<\/p>\n<p>The draft legislation also foresees introducing literacy tests for those wishing to invest in digital currencies.<\/p>\n<p>Upon a &#8220;successful&#8221; completion of tests, Russians will be able to invest in digital currencies up to 600,000 rubles ($7,700, 6,800 euros) a year, the finance ministry said.
