She had built that business over four years. She had an M-Pesa till number, a mobile savings account, and a good repayment record with an MSME lender. She had no insurance. The lender still expected repayment. She restarted from zero but older and more indebted with no mechanism to recover what she had lost.<\/strong><\/p>\n<p>That story has a thousand variations across this country. A fish trader in Mombasa whose cold storage fails and wipes out a week&#8217;s stock. A welder in Kamukunji saved for three years to buy his own equipment. A theft wiped it out in one night. No insurance. No recourse. Back to working on someone else&#8217;s tools for a cut of the wage.<\/p>\n<p>Our country is celebrated as a global leader in financial technology. Mobile money networks process more transactions than Western Union worldwide. Yet insurance penetration in this country sits at approximately 2.3% of GDP, one of the lowest rates on the continent, according to the Insurance Regulatory Authority of Kenya. We have built the rails for financial inclusion but not the safety net that makes inclusion meaningful.<\/p>\n<p>Financial inclusion is routinely measured by account ownership. On that metric, the 2021 FinAccess Survey found that 83.7% of Kenyan adults are formally financially included, driven almost entirely by mobile money at 34 million subscribers. Governments cite this figure with pride when it should come with a footnote because that is only an illusion of inclusion. There are fewer than 3.5 million active insurance policyholders and many of those are urban, salaried employees covered through employer schemes.<\/p>\n<p>Access to a transaction account is not the same as financial resilience. A person can send, receive, and save money and still be one hospital bill, one failed harvest, or one funeral away from poverty. Real financial inclusion means the ability to absorb shocks without losing what you have built. That requires insurance. Without it, every shilling saved is at risk.<\/p>\n<p>Insurance uptake in the country continues to face a few persistent challenges.<\/p>\n<p><strong><b>Trust and perception.<\/b><\/strong>\u00a0There is a lingering perception that policies are easier to take up than to claim from. While some of this is based on anecdotal experiences, such narratives tend to spread quickly and shape public opinion. Strengthening trust will require more consistent visibility of successful claim settlements and clearer communication around policy terms.<\/p>\n<p><strong><b>Product design.<\/b><\/strong>\u00a0Many traditional insurance products were structured around individuals with stable, formal incomes, featuring fixed monthly premiums and annual renewals. However, a large portion of the population earns irregularly, creating an opportunity for more flexible solutions such as micro-payments, mobile-based renewals, and faster claims processing. Encouragingly, the industry is gradually evolving in this direction.<\/p>\n<p><strong><b>Distribution.<\/b><\/strong>\u00a0Reaching lower-income and remote markets remains a practical challenge, particularly where traditional agent-driven models may not always be economically viable for smaller policies. At the same time, regulatory frameworks, while important for consumer protection can sometimes slow the pace of innovation. Continued collaboration between regulators and industry players could help unlock more inclusive and scalable distribution channels.<\/p>\n<p>Kenya is beginning to lay the groundwork for a meaningful shift in how insurance is delivered and accessed. One of the most promising developments is embedded insurance. If a cover is bundled into services that people already use, such as digital credit platforms for farmers or taxi apps for drivers&#8217; personal accident cover, then insurance is perceived as being more accessible and appealing. In some cases, farmers accessing digital finance can be offered crop insurance alongside credit, significantly reducing reliance on traditional agents and paperwork.<\/p>\n<p>Across East Africa, pilot programmes shown that this model is\u00a0feasible, with early results indicating increasing uptake, even though\u00a0adoption at scale is still evolving. On the other side, parametric insurance builds on this progress by enabling automatic payouts when predefined triggers such as below-average rainfall are met.<\/p>\n<p>This reduces the need for claims assessments and can speed up payments, though challenges such as basis risk remain. For smallholder agriculture, which employs roughly 40% of Kenya&#8217;s workforce, this could be transformative. Telcos, fintechs, and saccos are the natural distribution channels.<\/p>\n<p>The insurance industry must meet them as partners. The market is enormous, underserved, and ready.
