Kenyans to pay millions for botched retreat

Nairobi, Kenya, Mar 11- Prime Minister Raila Odinga caused a stir on Thursday when he said Parliament should foot the bill of the aborted MPs retreat that was to discuss the proposed Constitution in Naivasha.
MPs voted down an Adjournment Motion on Wednesday, thwarting an attempt at scrutinising the proposed Constitution before it is formally debated in the House. It is reported that the taxpayer would have to pay at least Sh100 million shillings to cover for the preparations that had already been made before the last-minute cancellation.
“The government has three arms but the arm in question is the Legislature. The Motion was moved, debated and defeated by Parliament so it is the Legislature that should be held responsible for the misuse of funds,” Mr Odinga argued on Thursday.
“How can the (Executive) be held responsible yet the Parliament did the booking How hypocritical can honourable member be?”
Mutito MP Kiema Kilonzo had told the House that Sh150 million would go to waste resulting from the bookings made in hotels in Naivasha.
“It pains all of us that tax payers’ money is going to waste,” he said.
Speaker Kenneth Marende had earlier told off “good intended MPs who were passionate of the Naivasha retreat” for failing to be in the House to support the adjournment Motion.
“All of us who believed there was value in Naivasha ought to have been here to go through the process to ensure that the Motion of adjournment is passed. This is a democratic process; political engineering is about being present when it counts,” he said.

| Kenya, Kenya..........who will deliver from all these messes? I feel MPs should pay for this. I agree with the speaker of the National assembly, these thieves/robbers were to be in parliament to vote for the adjournment of Parliament. They shuld stop accusing the PM. Where were they during voting in parliament? Kenyans really need a new constitution and it is my wish for the propsed constitution to be passed the way it is. There is room for amendments later, Let them not dilute it the way they did to Bomas Draft. My fellow Kenyans watch these MPs and know who is for kenyans. The constitution is not for a certain tribe its for all the 42 tribes in our loved country Kenya. |

| Its better we lose the few million shillings instead of the whole constitution. The 2005 draft was taken to Kilifi and Naivasha where it was mutilated. We don't want a repeat of the same. Let the Mps built consensus in Parliament's Kamukunji if they want. We want the document agreed upon by Kenyans, the Committee of Experts Draft to be passed as it is. That is the reason they were called experts. We don't polirtical interets or pNU ODM fights. What we want is a new constitution. The few contentious issues could be improved later. Jb |

| @Maurice.. While I agree with you that there is indeed no need for the Naivasha retreat, I completely disagree with you on the underlying reasons. Either you're not uptodate with current affairs, or you just choose to ignore the truth. The reason mr Kilonzo and others of his ilk are proposing the Naivasha retreat is to re-create consensus, after some ODM MPs (lead by Raila) seemingly made an about turn and decided that the harmonised draft from the PSC did not cut it - that the draft from CoE is perfect as is. This despite the fact that they had been aptly represented in the same committee ( Chairman Ababu?). Who is misleading Kenyans here? I think we need a constitution for posterity, and not one to suit individuals/parties for the next elections! |

| am very much disappointed with the way PNU MPs are coming up with their graveous arguments. why should it be if it is a matter of ironing out contentious issues be done in parliament? must they spend tax payers money in Naivasha? I thought when the harmonized draft was brought forward there were PNU representative MPs including Mutula Kilonzo as a senior lawyer and they arrived at consensus as PSC team. how come today he wants the same document taken back to Naivasha for discussion again? is he crazy? that is why I can't and will never trust ki/kalonzos with the leadership of this country. it is embarrasing and frustrating when these Pork Na Ugali (PNU)MPs are rising in bad faith with an attempt to derail the achievement of the katiba. honestly speaking kenyans should rise above their leadership/MPs and demand for them to subject to the wishes of kenyans. in 2007 we suffered because of a defective constitution that gave extra superior powers that he could stick to power at his/her wish and this led to bleeding country. today when we want such a mess corrected some MPs who do not have the morals still want to retain these clauses in the constitution to make kenyans suffer another time. am very categorical on MPs like peter munya, mutula kionzo, nyamwea, mbugua and i wonder why should these fellows be trusted with the leadership of their respective constituencies?where do they want to drive this Kenya to?we greatly suffered in the rift valley where were they?let us make these people understand that we are not robots to be tossed from all sides. |

| With all these sideshows,extravagant spending and political machinations, the common mwananchi stands to suffer. How I wish we had statesmen/women in this country. |

| Shs 150,000,000 would have built 15000 extra classes in our secondary schools to take in more primary school kids. It could build 15 health care centres, hire 600 teachers for a year or provide food to the starving. What's wrong with talking in Nairobi? |
