Kenya scoffs at US visa ban

NAIROBI, Kenya, Oct 28 - Foreign Affairs Minister Moses Wetangula has said Kenya is not threatened by the continued US travel bans and announced that the government was planning to reciprocate.

While terming the continued travel bans as ‘meaningless’ the Minister said the sanctions imposed by America will not affect government affairs because officials “in the notorious list can still travel to America to attend UN meetings.”

He said Kenya was one of the four countries in the world under the UN charter which carry an extra obligation just like America, Switzerland and Austria.

“Under article 8 and 105 of the UN charter, none of these countries can deny a national of any member state entry onto their territory to transact matters to do with the UN on behalf of their country so this story about withdrawing and banning and so on is meaningless,” he said in response to Monday’s visit by US Assistant Secretary in charge of African Affairs Johnny Carson who announced the visa ban of yet another top government official.

Mr Wetangula told a media conference that “the continued travel bans were meaningless” and accused America of breaching diplomacy.

“It is with regret that an Assistant Minister of a friendly country walks into our country uninvited, makes fairly unacceptable and reckless statements and then leaves. It is not right,” he said.

And he did not spare the super power nation, choosing to use harsh words to drive his point home.

“I have commented on this before. I have told you that diplomacy expects some certain minimum acceptable standards of behaviour from the mighty and the meek, from the weak and the strong, from the poor and the rich. At the altar of diplomacy we are the same like at the altar of the church and the statements made by Mr Carson is totally out of order and is not in keeping with the expected norms of good diplomatic behaviour,” he said.

He maintained that Kenya was at will to send its officials to America, regardless of the fact that their visas have been revoked “as long as they are out on a UN mission.”

“So I want to urge our friends that we absolutely respect their right to grant or reject visas to Kenyans going to Washington or any other American city, but when we want to go to the UN, we will go to transact international business under international law,” he said defiantly.

“If the Kenya government wants to send a delegation to the UN that includes the three Ministers, and 12 other Kenyans who are on the notorious list, those countries that I have mentioned have a duty under the UN charter to let in nationals of any member state to transact business,” he said and denied the continued visa bans had affected Kenya/US relations.

“Our relationship with the US is not based on visas-granting and non granting-they have a lot of strategic interests in this region and we have trade relations with them, and then there are the security challenges and we are fighting piracy together; there are many many issues at hand. The visa issue is a drop in the ocean.”

The Minister revealed the US Embassy in Nairobi had communicated to him and given him details of the government official joining the long list of unwanted persons in America but declined to name the person.

“The ambassador has given me the name of the person whose visa has been revoked, but I don’t think he has done anything to warrant that kind of action,” he said.

Journalists curious to know the name even asked him to confirm if it was Attorney General Amos Wako as earlier speculated but the Minister instead challenged America to be “brave enough and disclose the names.”

“We are over 40 million Kenyans here, why does America want to make us look like we are all suspects in this by failing to disclose the name publicly?” he asked and cited diplomacy as the reason why he would not release the name of the individual Mr Carson was referring to when he jetted in on Monday.

Although he said the government was in the process of reciprocating in line with the available diplomatic channels, he did not disclose what specific measures would be taken to counter Washington’s move.

“The process of reciprocation is on. I cannot complain about their roof top diplomacy and do the same.”

“Kenya like any other independent and sovereign state has options and in diplomacy we have got the doctrine of reciprocity and we shall appropriately reciprocate on all issues that undermine our dignity as a nation,” he stated.

Asked if President Barack Obama had replied to President Mwai Kibaki’s protest letter on the visa bans, he said: “I am not aware of any reply; Mr Carson did not see the President, the Prime Minister or the Vice President. He wanted to see me but I was busy attending a parliamentary committee meeting.”

Wetangula should stop pulling us into their fight... why is he saying that 40million kenyans are suspects for the visa ban... Does he mean that we all have visas?. Our politicians are acting like blind men who must be shown the directions otherwise they fall in trenches. And can we stop saying that we are on track on reforms. imagine for how long we've been trying to get a new constitution. i just pray to GOD that we will get one before the next election. Some people are blocking the reforms so that they can use the reforms as a carrot come next election and which campaigns have already started.... how sad!

Keenkenyan, someone so keen should know that sanctions and bans are already on the countries you mentioned. And all, Please realize the visa ban is on specific corrupt, vampire politicians, not on Kenyan citzens.

I am baffled by our politicians and Ministers. How can we have a lawyer as a Minister for Foreign Affairs? This is a man who is used to fighting cases in courts where they submit their feelings and defend blantant lies! Moses, I am so disappointed in your diplomacy! Or should I say lack of it! Yours is called Loud mouth diplomacy! You call Americans Megaphone yet yours is below par! Tell us something new please. Why don't you deal the issue of reforms that has made USA to barn whoever Minister? Reforms pal. I find you more megaphone than Jonnie Carson. Ambassidor Carson didn't belittle Kenyans the same way you have done! You called him an Assistant Minister? An Assistant for African Affairs? What does that Make you? A junior assistant Minister in American system? I have never known a more arrogant Minister for foreign affairs than you! How I long for the days of The late Dr Ouko's diplomacy?!! God bless your and help you learn how to deal with diplomats. No wonder you have appointed political rejects and friends to Kenyan Diplomatic Corp abroad. Shame on you!

When Mugabe called Carson an Idiot he wasnt joking.American foreign policy is what makes millions around the world hate their government.How about reforms in Egypt.Why do Kenyans think we are so loved that america wants reforms for us and not Egyptians.

An interesting development is taking place here. Lets go back to Annans visit where he admited that there was progress made on the reform front. I'm not surprised govt. bashing is a common thing in every country ask Obama himself with his health bill or Brown who always seems to be on the wrong footing despite what he has done on the recession front. What the Americans have realised is that they've to make us think its them forcing leaders to reform so as to maintain their influence in this country, they would not like us to forget that its them who facilitated the coalition govt. Don't forget they were the first to congratulate the president on his re-election before changing their mind. They've realised unlike anywhere else in the world, Kenya has a media that is so eager to present the US opinion and support it. I'm begining to think that the Americans are also in the thick of 2012 elections and are trying to position themselves to exact some influence as they've have always done and thus the visa ban nonesence! Who is a reformist, for example, if a minister opposed gay rights as asked for by the UK MP's, would that be classified as a non reformer? Kenyans and our media at large, lets learn to question this foreign powers and learn that our divergent opinion does not give a foreigner the right to dictate to us tearms of reforms unless its to their interest and not us. A flight from Washington to attend a press conference in Nairobi, is just the reason why global warming (co2...)is affecting us in Africa! Unless the guy was snobed by the President, as you can see Wetangula was too busy to meet with the fellow!

i beleive that sanctions and bans must also be placed on Sudan, Iraq, Iran, Afganistan and the least continues...America is big brother, it can chase away anybody at wish. If Kenya has no oil or minerals etc..it should pray America as their god!!!!

Our politicians have got us into this mess, and they better get us out. It's so sad to see Kenyans supporting actions that amount to attack on the foundations of our nation. Please people, you have to see the bigger picture. Put the rotten politicians out of the way, and see what these actions add up to. It's not good for the country. Reforms will come - with or without the darn US visas. Reforms are for Kenyans & by Kenyans, period! Personally I am not worried about the goons we call our politicians. What worries me is the bad precedent these actions by America & her cohorts pervade. It looks very attractive to Kenyans who are despairing. However, if you look at the situation deeper, we're actually making progress - and plenty of it. As they say, it is always darkest before sunrise. What we don't need is a legacy of entrenched imperial claws when the reforms begin to bear fruits. We already have a terrible legacy of the British colonial inhumane regime. They made sure they killed the spirit of true nationhood by introducing divide and rule underhand tactics. Are we not seeing similar things happening here today? By dividing politicians into reformist, and anti-reformist; what barometer are they using? We're trying to give birth to a new nation where our interests take precedence. What is clear is that these tactics are obviously meant to tilt the reforms in favour of outside interests. Why do we then turn around and celebrate? It is easy for outsiders to sell such arm-twisting tactics as something that is been done for our benefit. Nothing can be further from the truth. The fact that the same people making these very public pronouncements, seem not to find it necessary to tell us how they came to their conclusions; is frankly disingenuous. They are not even making the names public in the name of what – diplomacy?! This is outright blackmail. As a Kenyan, I want to know how, when, why, and whom when it come to the big issue of reforms and the main actors. I don’t want sideshows, deceit, nor melodramatic flights to come and make announcements that could have been made through a press release; or better yet, through the normal diplomatic channels. U.S.A is supposed to be a friend, after all. Our nation is divided. Some of the divisions are ideological, while others are artificial. As a nation in a crucial time like this, no one, not even the mighty U.S should hush opinions that they don’t like. We are debating our new nation – so even lunatics should say their piece. We Kenyans are smart enough to tell who is wasting time from those articulating genuine concerns and/or principles.

What would actually be of consequence to the anti-reformists is to force them into exile to some place like Congo,Central African republic etc.Banning them from going abroad yet they Kenya is already a paradise of some sort is a slap on the wrist.If you were to amass all the wealth some of these goons have stolen what other better place to spend it than Kenya.

Wetangula is displaying sheer ingnorance regarding delegations to the UN. Only heads of State can be allowed. This is ineptitude and myopia. Protecting the goodwill and interests of Kenya is more important than advocating for 15 anti-reformers. Kudos to America and Johnny Carson.

What American are doing is simply to project their interests.You don't get so interested in other country's affair if there is nothing you are looking for.Further,since we will go to them to beg,don't blame them.Blame our leaders who forever place us in this embarrassing state.

To me, it is not a mister, an assisstant minister, CJ or AG who should be focused on. It is Kibaki and Raila who should face sunctions. They are the principals and they must be seen to be leading from the front. What will barring an assistant minister from going to US change. Mugabe has been barred from almost all western leaning countries, what has changed there?

All those involved in the post election violence, their passports should be revoked by the immigration department and be banned for life from travel.

It is sad to see that our leaders do not want to focus on the issues affecting our country. Impunity is uphailed and they claim to be fighting it. In fact all those people in that list should be banned from traveling to any other country in this world, and they shall shut their forward mouths.
