Kenya President suspends 13 over graft

NAIROBI, Kenya, Mar 8 - President Mwai Kibaki on Monday appeared to stamp his recent hard stance against corruption by interdicting 13 officers implicated in the fraudulent purchase of a cemetery plot at Mavoko and ordering their immediate prosecution.

Top among them include Local Government Permanent Secretary Sammy Kirui, Director of Budget at the Treasury Paul Ngugi and former Town Clerk John Gakuo who is currently the Nairobi River Project Coordinator.

President Kibaki directed that the officers face the law for participating in the alleged fraud involving the purchase of 120 acres by the City Council of Nairobi at an exorbitant price of Sh283 million.

“The interdicted officers and other collaborators including lawyers and agents should be prosecuted for the serious fraud which they have committed against the Kenyan public,” said a statement form the Presidential Press Service.

Others on the list include Reuben Rotich, Director of Procurement Boniface Misero and Chief Financial Officer Herman Chevera. At City Hall which was the centre of the fraud officers interdicted included Deputy Town Clerk Geoffrey Katsolleh, Director of Legal Affairs Mary Ng’ethe and the Director of Procurement Kanyi Njambura.

Others are Deputy Director Legal Affairs Karisa Iha, Deputy Director Procurement Alexander Musee, Medical Officer of Health Daniel Nguku and Chief Internal Auditor I N. Ngacha.

“His Excellency the President has also directed that the monies overpaid, amounting to Sh259 million, be recovered from the beneficiaries,” said the statement.

“The relevant agencies of Government should take immediate action.”

A report by the Controller and Auditor General Anthony Gatumbu released to Parliament last week implicated the officers accusing them of overvaluing the proposed land.

The government audit said the officers ignored a valuation by the Ministry of Lands which quoted the market price for the 120 acres parcel of land at Sh24million.

The report which was tabled by Finance Minister Uhuru Kenyatta called for disciplinary action against the officers  who were involved in the procurement and those who perpetuated the overpayment. Mr Gatumbu recommended quick recovery of the lost funds.

The plot was meant to be an alternative for the overflowing Langata Cemetery. According to the audit Sh175 million went to other parties but not the vendor of the land in Athi River who on his own cooled his heels with a cool Sh105 million.

A report by the Parliamentary Departmental Committee on the Local Authorities had besides these officers called for Local government Minister Musalia Mudavadi and Mayor Geoffrey Majiwa to take political responsibility and step aside.

Ee mzee kumbe wewe ni mnoma hivyo? if you could have been doing so since 2002 kenya could be a better place to live.i think mzee you didn't personalize it but is a goodwill.

anyhow i have to say it is the first bravest step kibaki has taken, however we are still watching at those primarily mention in the maize and FPE scandals. you don't have to catch omena only and leave the big fish that raise the fingerlings. kibaki i implore you to act on your ministers and sack ongeri, ruto, musalia, orengo, kiraitu and uhuru. all these buddies and antagonists of your have been implicated in various scams. why should you send only the juniors home and leave the commanders? so to be fair enough please act to bring sense and justice to all without using favouritism or partiality in the fight against this vice "corruption".

IT IS A PITY THAT NAIROBI CITY COUNCIL CAN NOT MEET ITS OBLIGATIONS BECAUSE OF THE MEGA SCANDALS LIKE THE CEMETERY ONE.WITH ALL THE RESOURCES AT IT'S DISPOSAL THE CITY IS SUPPOSED TO BE SELF RELIANT IN TERMS OF REVENUE GENERATION.NOW IS THE TIME TO ACT.START WITH COMPUTERISATION OF RECORDS.LET ALL CHIEF OFFICERS AND WORKERS KNOW THAT THEIR OBLIGATIONS ARE SERVICE DELIVERY TO THE NAIROBIANS AND NOT PERSONAL ENRICHMENT.KIBAKI,RAILA AND MUDAVADI AND MOST PROBABLY GITAE SMOKE OUT ALL CORRUPT OFFICERS AND WORKERS FOR NAIROBIANS TO GET SERVICES THEY ARE YEARNING FOR.FOR THE SUSPENSION A BOUQUET IS IN ORDER.

It was long overdue, but came alittle bit late. The local govt minister noticed long time ago and requested the ps be fired but nothing was done. When things came to light now they have been shown the door. Who says corruption should not politicised?

The PS was in a major scandal concerning "simu ya jamii" , the short-lived MZALENDO booths, while in Telkom, where many lost millions to a scheme that was thought to be a Telkom initiative, but turned out to be of individuals.This scandal went away silently, as usual. Now the same seed manifests yet again...

T show his committment in fighting graft, Kibaki should consult with the Prime Minister to fight past and present corrupt deals in the government. And let's hope Kibaki is not doing this as an appeasement but a responsibility he owes the people of Kenya

Kibaki doesn't deserve congratulations folks, it is an imperative that the arms of government act expedisiously. They didnt and they took that squandered opportunity to the desk of the man in Harambee House. There is law in Kenya but hey, here we dont have the mechanism to enforce it. Surprisingly, the tribal card 'we are being picked' does not apply in this case, the majority of the players are Central Kenya people, so i'd say i can only congratulate Kibaki for not using the tribal card this time.
