NAIROBI, Kenya, Sep 27 – The National Transport and Safety Authority (NTSA) says no Public Service Vehicle (PSV) is above the law and reiterated that all of them must adhere to their SACCO regulations regardless of who the owners are.
Speaking during a press conference on Tuesday, Director General Francis Meja stated that SACCOs should deal firmly with vehicles breaking the law and should they not be able to do so they will be deregistered.
He further revealed that the Ongataline Transporters Company had admitted that they were not able to control some of the vehicles under them a situation Meja described as unacceptable.
“We wish to take this opportunity to remind all officials of PSV SACCOs/Companies that they must take full control of operations of their organizations,” he said.
“The Authority will not hesitate to deregister any SACCO that does not observe traffic laws. We also appeal to road users to observe traffic laws and report vehicles noticed to be violating traffic laws.”
While pointing out the need for SACCOS to take firm control of vehicles under them, the NTSA boss indicated that it will not hesitate to take action against those that do not observe traffic regulations.
“Legal Notice 23 of 2014 vests in PSV company managers powers to have full control of operations of their vehicles including expelling non-compliant members and their vehicles from the SACCO,” he said.
“Managers of the Ongataline Company failed to take control but continued to collect money from their members in form of management fees. This is unfortunate that up to date, the company officials do not know the driver who was driving the vehicle which got involved in the accident along Lang’ata road on September 25.”
Several students were injured during protests at Multimedia University after police opened fire and lobbed teargas to disperse the students who have paralysed transport to and from Ongata Rongai.
The students are protesting the death of their colleague, who was one of the four passengers killed in the Sunday accident on Lang’ata Road.
A manhunt is currently underway for the driver of the Rongai-bound matatu and Nairobi Traffic Commandant Leonard Katana said they are closing in on him after he fled from the scene of the accident.
He encouraged passengers to be alert and speak out especially if the driver of the vehicle they are in is speeding.
Police and witnesses said the accident occurred when the bus from Rongai overturned near Lang’ata Police station on the way to the city centre.
It has not established the cause of the accident, but witnesses said the bus may have been on a high speed and trying to avoid hitting another vehicle when it overturned.
