NAIROBI, Kenya, Sep 8 – The government has formed the Nomadic Education Commission of Kenya to address the dismal literacy levels in nomadic regions which is as low as 8.1 percent.
Ministry of Education Cabinet Secretary Fred Matiang’i noted that there is a big disparity in literacy level especially in the arid and marginalised areas.
Matiang’i said already arrangements are being made to conduct a National Literacy Survey during this financial year to establish the current literacy rates and impact of literacy skills in livelihoods of Kenyans.
He said more than 7.8 million youths and adults in the country lack the minimum literacy level required for participation in national development.
In a speech read on his behalf by the Director of Adult Education Kinara Irreneous during the national celebrations to mark 50th International Literacy Day in Kisumu, Matiang’i says that there is an urgent need to relook at the strategies and mechanism to reduce the worrying figures.
He says this should be done to achieve the Sustainable Development Goal number four of ensuring that 95 percent of youths and 80 percent of adults are literate by 2030.
The CS added that they will specifically address the issues surrounding attitudes and stigma that literacy program face.
Matiang’i says the global approach to literacy has now shifted from traditional method of reading , writing and arithmetic’s to include computers, socio-political literacy to enable citizens live harmoniously together.
