NAIROBI, Kenya, Aug 19 – Education Cabinet Secretary Fred Matiang’i says the government is mulling the re-employment of bursars in an effort to streamline the management of public school finances.

According to Matiang’i, the Ministry, with help of Public Service Commission, is working on modalities to have bursars, who manage all aspects of school finances, employed by the Ministry and will be subject to transfers from school to school.

He pointed out that the employment and transfers of bursars will ensure competent and professional staff is entrusted with the handling of school finances.

Matiang’i also disclosed that the Government wants to reduce the number of the Board of Management of School from 17 to nine members.

He said the Ministry had prepared a Bill to amend the Basic Education Act, 2012, to make BOMs leaner, efficient and professional and support Principals to run schools properly.

Matiang’i reaffirmed the commitment of the government to deliver credible examinations results to Kenyans devoid of cheating that marked the administration of last year’s national examinations.

He said the government had re-organised the systems and structures at the Kenya National Examinations Council (KNEC), and assured Kenyans that there will be no examinations malpractices whatsoever.

He said the Ministry was documenting all arson cases that hit school with a view to drawing insights that will help government to address the social problem more systematically so the country does not witness similar problem in future.

He however reiterated that students implicated in the arson attacks will not be transferred to any school as they have to remain and rebuild the schools they had destroyed.

He said that the Ministry had proposed to the Teachers Service Commission (TSC) that teachers who were found inciting students to violence have their registration be revoked.

At the same time, the Cabinet Secretary said that the government was in the process of setting up Kenya School of Education (KSE) to help build the capacities of Principals to manage educational institution more effectively.

He said the curriculum reform initiative the government was undertaking will be competence based, designed to develop specific skills in the learners.
