The summit – held in Kigali, Rwanda, on the margins of 27th Ordinary Session of the Assembly of the African Union Summit – was attended by Presidents Omar Al Bashir (Sudan), Ismail Omar Guelleh (Djibouti), Sheikh Hassan (Somalia) and Yoweri Museveni (Uganda) and Prime Minister Hailemariam Desalegn (Ethiopia) who is also the IGAD Chairperson.

South Sudan was represented at the special summit by Foreign Minister Deng Alor and Presidential Advisor Niyal Deng.
Speaking at the summit, IGAD Executive Secretary Mahboub Maalim proposed a three-pronged approach to addressing the South Sudan crisis.
“First, impose an immediate arms embargo on South Sudan. Second, enact additional targeted sanctions on leaders and commanders working to unravel the peace process. Third, fortify the UN Mission in South Sudan, UNMISS,” the IGAD Executive Secretary said.
Amb. Maalim said IGAD supports the proposals by the Chiefs of the Defence Staff/Forces of Ethiopia, Kenya, Rwanda, Sudan and Uganda to reinforce UNMISS with troops from the region under the same unity of mandate to assist in the stabilization of South Sudan.
