NAIROBI, Kenya, Apr 4 – Head of Public Service and Chief of Staff Joseph Kinyua is scheduled to appear before the National Assembly Public Investment Committee to explain why action has not been taken against suspended Youth Enterprise Development Fund chairman Bruce Odhiambo and the Board as recommended by the Cabinet Secretary Sicily Kariuki and the Inspectorate of State Corporations.

Kinyua is listed as among witnesses expected to appear before the watchdog committee on Tuesday, which intends to hold hearings with various individuals and companies who have been mentioned in the course of the probe.

In her submission to the House team, Kariuki claimed that she had written to President Uhuru Kenyatta through Kinyua, asking him to suspend the YEDF Board to facilitate investigations but no action has been taken yet.

Kinyua was scheduled to appear before the committee two weeks ago but sent a letter addressed to the Clerk of the National Assembly asking for more time to prepare a response to the questions the MPs had raised because he had just returned to the country.

PIC is investigating how Sh180 million was transferred in two tranches of Sh115 million and Sh65 million to Quorandum Limited, 10 days after Odhiambo appointed Catherine Namuye, the suspended acting chief executive, as the sole signatory to the Fund’s account.

Quorandum handled a suspect ICT contract and was paid Sh180 million for alleged consultancy services despite the paying bank, Chase Bank, having flagged the transaction as suspicious.

Odhiambo last week stepped aside from the post six months after the issue came to fore pending conclusion of investigations into the alleged loss of funds.

The PIC chaired by Adan Keynan (Eldas) is expected to meeting officials from Standard Chartered Bank after it became the latest of the financial institutions mentioned in the inquiry into the alleged loss of the YEDF Funds.

Hillary Yegon, the managing director of Gigtych Africa, has been slated to appear before the committee on Wednesday.

Former Devolution and Planning Cabinet Secretary Anne Waiguru, her Principal Secretary Peter Mangiti, and Namuye are among high profile names who have appeared before the National Assembly’s PIC over the missing Sh180 million.
