Some of the proposals for the ICD include its mandate to tackle transnational and organised crimes such as wildlife crimes, terrorism, money laundering, human trafficking, drug trafficking and cybercrime.

One of the proposals included referring to it as the International and Organised Division (IOCD) of the High Court of Kenya.
However, it was unclear if the proposed IOCD would handle crimes of the 2008 violence.
