NAIROBI, Kenya, April 18 – The officer who led investigations into the Sh791 million NYS scandal has been moved from the Banking Fraud Investigations Department to the Kenya Airports Police Unit (KAPU).
Joseph Mugwanja will take over from Joseph Ngisa who has retired as the head of criminal investigations at all airports in the country, with its headquarters at the Jomo Kenyatta International Airport (JKIA).
Mugwanja’s position at the Banking Fraud Department will be taken over by Ngatia Iregi who is currently based in Kajiado.
The changes announced on Monday morning also affect more than 20 CID officers.
Mugwanja was adversely mentioned in an affidavit authored by the main suspect in the NYS scandal -Josephine Kabura – who also implicated former Devolution Cabinet Secretary Anne Waiguru among other key players she alleged benefited directly from the funds.
All those named have been questioned by Ethics and Anti-Corruption Commission (EACC) detectives in an ongoing investigation.
They all – including Waiguru – deny any involvement in the scandal that involved setting up phony companies to undertake NYS projects at inflated costs.
