NAIROBI, Kenya, Mar 15 – Kenyans seeking medical attention in public health facilities are required to pay a bribe according to a new survey released on Tuesday by the Ethics and Anti-Corruption Commission at 20.7 percent.

The survey indicates that bribes are also demanded from people seeking Identity Cards at 18.4pc, birth certificates at 13.4pc and10.2pc for those who want to register their land.

The report exposes other crucial services where bribes are demanded including from people seeking a business permit, devolved funds, police abstract and changing ID particulars among other services.

“Average bribe by service; obtaining a tender Sh275,000, seeking employment 119,933; release of impounded goods Sh33,500,” reads the survey.

For one to be admitted in an institution of higher learning, the report indicates that Kenyans on an average rate are required to pay Sh16,321 while those seeking police clearance pay Sh850.

Still on graft, the report indicates that Murang’a County has the highest number of cases where bribes were demanded at a mean of 3.78 in the country.

Embu follows next at a mean of 2.53 and at the third position is Bomet County at a mean of 2.46 in a list of 10 other counties among them Kisii, Wajir and Laikipia.

EACC chairman Philip Kinisu says to strengthen the execution of the prevention strategy; they are going to incorporate corruption prevention as part of job descriptions for all state and public officers.

“The findings of this report will help the commission to formulate appropriate policies and strategies so that they answer and respond to the challenge at hand,” he said.

He said more resources will be marshalled and concentrated in identifying areas perceived as high risk areas.

“To strengthen the execution of the prevention strategy, the EACC will among other measures seek to identify existing weakness and corruption loopholes in systems of public bodies and strengthen them so as to eliminate any chances of exploitation for corruption purposes,” he said.

Going forward, he said the commission will implement and enforce deterrent administrative sanctions against public officers engaging in corrupt practices.

The survey, in other findings indicates that Embu County leads in the actual number of times a bribe was paid at a mean of 2.53 followed by Kisii at a mean of 2.43 while Kwale is third at a mean of 1.93.

Even with these cases of graft, many people do not report the cases because they either, “don’t know where to report” at 31pc, fear at 23.2pc while those who think no action will be taken stands at 18pc.

Others at 6.5pc don’t trust public officials while another group at 4.5pc says they are overly engaged for them to a get a chance to report.

Over 5,000 respondents participated in the survey that covered 46 counties with exception of Mandera which had numerous security challenges.
