NAIROBI, Kenya, Feb 17 – According to Josephine Kabura, they were the Olivia Popes of the Sh791 million NYS scam; fixers called in to spin the narrative in favour of former Devolution Cabinet Secretary Anne Waiguru.
Mwaniki Munuhe of the Standard Group and The Star journalist Maina Kamore were described as “media gurus” paid Sh10 million by Waiguru to turn the tide of negative media publicity she attracted after it emerged that Sh791 million had been stolen from the National Youth Service fund through fraudulent IFMIS transactions; Waiguru having been the face of a revamped NYS as Devolution Cabinet Secretary.
Political Scientist Mutahi Ngunyi, Josephine Kabura also alleges, attempted to ‘fix’ the situation by casting Waiguru in the role of whistleblower; advising her to backdate a letter to the Directorate of Criminal Investigations, inviting them to probe, “suspicious,” IFMIS activity at the NYS.
“Ngunyi advised madame Waiguru to do a public statement to cool down public anger. He also advised her to do a backdated letter on the purportedly stolen password inviting the CID to intervene. This letter was dated June 5, 2015,” Kabura alleges in a tell-all affidavit filed in the High Court on Monday.

Kabura is among persons charged in the theft of the Sh791 million and was the target of Ngunyi, Munuhe and Kamore’s barbs on Tuesday when they reacted to the character impugning allegations she’s made against them.
In his characteristically no-holds-barred language, Ngunyi denied having been Kabura’s co-conspirator in the NYS saga stating that she would make a, “fascinating specimen of study,” for him as a Political Scientist.
On Twitter, he told those in doubt to “sit on a pin!!!”
Ngunyi not only distanced himself from Kabura but from Waiguru; having consulted on NYS’ re-structuring.
“I cannot defend former CS Anne Waiguru anymore,” he said in a press statement on Tuesday. “I do not know her. Our relationship was clinical and in my strict brief at NYS was to restructure, not to fight corruption cartels.”
The political scientist’s parting advice to her going forward: “listen more and talk less,” and “bark less and bite more.”
Had she engaged him as ‘fixer’, he states confidently, she wouldn’t have been hounded out of office. “All this charade and razzmatazz around the crisis could have been avoided.”

The Star meanwhile has done the talking for Kamore, expressing confidence in his integrity.
“It is unbelievable that he could have been so two-faced as to continuously unearth exclusive information on the NYS scandal while simultaneously receiving payments to protect Waiguru and Kabura,” Star Editor Charles Kerich said in Kamore’s defence.
