NAIROBI, Kenya, Feb 21 – The National Civil Society Congress has called on President Uhuru Kenyatta and his deputy William Ruto to directly provide leadership in unveiling the National Youth Service saga.

Congress President Morris Odhiambo says the Ethics and Anti-Corruption Commission has failed to deliver with the revelation in Josephine Kabura’s affidavit painting EACC in bad light.

“The latest revelations regarding the NYS scandal cast doubt on the ability of EACC as presently constituted to undertake its mandate,” he stated.

The congress lauds the calls by the EACC Chairperson Philip Kinisu to vet EACC officials and expose them to a lifestyle audit.

“The Josephine Kabura NYS scandal affidavit demonstrates EACC, the Banking Fraud Investigation Department, the Director of Criminal investigation (DCI) and some officers of the National Police Service are all helplessly compromised,” he said.

Odhiambo says all people named in the affidavit must be treated as suspects while all officers of the EACC, DCI must also face charges.

“The Image of a hairdresser walking around with stolen cash in a country where 46 percent of citizens live below the poverty line casts Kenya and her institutions in the most negative light in the community of nations,” he added.

Kabura’s affidavit contrary to the Ethics and Anti-Corruption Commission’s assertions claims that Former Devolution Cabinet Secretary Anne Waiguru was not blameless in the whole affair but was in fact the brains behind the scheme.

Kabura who says her companies – Form Home Builders, Roof and All Trading and Reinforced Concrete Technologies – received the Sh791 million as payment for the supply of road construction material for the Kibera and Mukuru slums, says Waiguru engaged her and even oversaw the registration of her companies.

She claims to have met Waiguru when she worked at the Ministry of Finance, specifically in the IFMIS directorate. It was then, she says, that she started carrying out “small jobs” for Waiguru which eventually culminated in her appointment as the “sole merchant assigned to deliver all (NYS) road materials.”

However, Waiguru has denied allegations that she hatched a plot to siphon money from the National Youth Service (NYS) using phony companies.

Waiguru told Capital FM News that the allegations contained in an affidavit sworn by a suspect facing charges in the Sh791 million fraud case are malicious and only meant to soil her reputation.

“This is clearly intended to malign my name,” she said when asked to comment about the damning revelations which placed her at the centre of the multi-million shilling scandal in which she was cleared by the Ethics and Anti-Corruption Commission (EACC).

Waiguru said she has never met Josephine Kabura who made the claims that give damning details of night meetings allegedly convened by Waiguru at her Runda home, with names of key players- including those who benefited from the alleged rip-off.
