In a letter to the Assembly on Tuesday, Embu Speaker Kariuki Mate said no business can be transacted in the absence of the crucial committee.
“Consequent to the failure by the County Assembly to constitute the House Rules privileges and Business Committee, the County Assembly cannot transact any business either by itself or through its committees,” read the directive.
Through the Assembly Clerk Jim Kauma, the Speaker informed the Member of County Assemblies that they had no business around the precincts of the county legislature due to lack of the committee.
The Speaker says all plenary and committee sittings remain suspended until the day the Assembly will be able to constitute the House Privileges and Business Committee.
The assembly was adjourned on its first sitting of the year after MCAs shot down the first Government Motion in an embarrassing tussle by two opposing factions over power to control House business.
The Ward Representatives later thronged the Assembly seeking audience with the Speaker following reports that the Assembly may be forced to remain shut for up to six month when the failed Motion can be reintroduced and debated on the floor of the House.
