Nandi MP Alfred Keter has given newly appointed EACC Commissioners 60 days to vet afresh the secretariat officers or he will move a motion in the House to disband the commission.
“It is now evident that Waiguru was the principal thief in the looting of public funds on National Youth Service projects by none other than Josephine Kabura,” said the Nandi Hills MP.
“That the EACC cleared this woman of corruption confirms the rot in the secretariat. We cannot take lightly the involvement of senior officers in this cover-up.”
In a letter signed by EACC boss Waqo, the commission stated that after investigations they found no evidence to incriminate Waiguru in the fraudulent dealings at the NYS.
The letter addressed to the Head of Public Service Joseph Kinyua, confirmed that there were no grounds to prosecute the former CS.
“The secretariat has to resign or be removed for this brazen attempt to cover up open theft at NYS. The new commissioners have 60 days to remove these individuals from Integrity Centre or face action by Parliament,” Keter told a news conference at Parliament Buildings.
He said the motion will also seek Parliament’s concurrence to cease budgetary allocation to the NYS until all the money stolen is fully recovered and refunded to the nation coffers.
“The cartels that looted the NYS money must be crushed. The NYS is nothing other than a milk cow for individuals in top leadership. Parliament must cease budgetary allocation to NYS beginning this financial year,” he added.
Homa Bay MP Peter Kaluma also asked Director of Public Prosecutions (DPP) Keriako Tobiko to withdraw criminal cases facing 11 public servants taken to court “as scapegoats” and direct thorough investigations into the scandal.
