Raila asks EACC to make Eurobond findings public

NAIROBI, Kenya, Jan 10 – The Coalition for Reforms and Democracy (CORD) has called on the Ethics and Anti-Corruption Commission (EACC) to make public the findings of its investigations into the Eurobond.

Official spokesman Dennis Onyango says the Commission should detail its findings on how the over Sh200 billion raised through the Eurobond was spent.

He says the Coalition leadership will however give a more comprehensive statement on the EACC’s findings next week.

“We’ll give a comprehensive response in the course of next week. Right now we just wish the EACC would share with Kenyans what they found the money to have been spent on,” he said.

Director of Public Prosecutions Keriako Tobiko on Friday said the EACC investigations had found there to be no criminal culpability on the part of government in its handling of the funds raised through the Eurobond.

The investigative body recommended that the investigation file be closed and the Auditor General be tasked with auditing the expenditure of the funds to ensure Kenyans received value for their money.

“The Auditor General being the independent body with the mandate to audit accounts under Article 229 of the Constitution to carry out a special audit of the development projects that were implemented by Ministries, Departments and Agencies (MDAs) in the financial years 2013/14 and 2014/15,” the EACC recommends.

The Director of Public Prosecutions, Keriako Tobiko, who received the file on Friday, is however yet to take a decision saying he needs time to review the file.

Tobiko directed the EACC to look into the handling of the billions raised through the Eurobond in December after Opposition leader Raila Odinga accused the Executive of skimming from the funds raised.

“In the last couple of months, it has been widely reported in the media about various allegations concerning the above subject matter. I am informed that your respective agencies have commenced and are undertaking investigations into the matter,” he stated at the time.

“This is therefore to direct you to interrogate record statements and obtain evidence from all parties concerned and forward the completed file to my office within 10 days for perusal and appropriate directions.”

Odinga who raised the allegations of corruption was however not among those who recorded statements with the agency. He refused to do so arguing that it would be tantamount to doing the EACC’s job.

The Jubilee government has however adamantly denied any wrongdoing in the handling of the Sh204 billion raised when Kenya floated her premier Eurobond in 2014.

Treasury Cabinet Secretary Henry Rotich even invited the former premier to his offices to look over the documents pertaining to the Eurobond but Odinga declined the invitation.

On December 9, Jubilee legislators turned the tables on Odinga and accused him of being “bitter” over the Eurobond as the Executive had curtailed his “schemes” to profit from it.

On Wednesday during an interview on KTN, Odinga said he would reveal what he evidence he had of wrongdoing in the management of the Eurobond funds after the EACC submitted its file to Tobiko.
