NAIROBI, Kenya, Jan 25 – Machakos Deputy Governor Bernard Kiala will appear before the Ethics and Anti-Corruption Commission on Monday to respond to allegations that he has fraudulently been collecting a salary since August 2014.

Kiala has been accused of abdicating his duties since he survived impeachment on August 2014 and therefore, his accusers contend, was not entitled to pay.

In a letter Kiala sent to Capital FM News, the Ethics and Anti-Corruption Commission explained to his lawyer James Orengo, that that they had opened an investigation into the matter.

“The commission has received various allegations against your client relating to his personal conduct as a State officer that we would like to verify. Among the allegations are: ‘Your client has not been going to work or attending to any official duties since August 2014 yet he continues to draw a salary.’”

The letter does not however divulge who made the “various allegations.”

Machakos Governor Alfred Mutua who has fallen out with Kiala has also accused him of misappropriating water pipes meant for water and irrigation projects in the county.

He’s accused him of, “diverting,” the pipes to his farm. All of which, Kiala has denied.

When he handed over documents relating to his wealth in November last year, Mutua invited the Commission to audit his deputy’s lifestyle.

When he faced impeachment in 2014, it was based on accusations that he was a nepotist and habitually demanded bribes from contract bidders.

The bad blood between Mutua and Kiala is no secret with the former accusing the latter of incompetence and the latter accusing the former of disloyalty to the party on whose ticket they were both elected into office: the Wiper Democratic Movement.

Mutua has also accused Kiala of colluding with his, “detractors,” namely Machakos Senator Johnson Muthama, to hamper his development efforts.
