Treasury releases over Sh91.4bn to counties

NAIROBI, Kenya, Dec 13- The National Treasury has released over Sh91.4 billion to the county governments for the full months of July to October and part of November 2015.

Treasury Principal Secretary Kamau Thugge said the disbursements for the month of November are in progress, taking into account the county governments bank balances at Central Bank of Kenya (CBK).

“In pursuant to the County Allocation of Revenue Act 2015, and in consultation with the Controller of Budget, the National Treasury has completed the release of the July to October and part of November 2015 of the Equitable Share of Revenue to count governments,” Thugge said in a paid up advertisement in local dailies on Sunday.

Counties with the highest allocations include Nairobi which has received Sh5.5 billion followed by Turkana at Sh3.5 billion and Kiambu which has received Sh3.3 billion.

Those with the least in the latest release include Lamu County which received Sh686.4 million, followed by Elgeyo Marakwet at Sh1 billion, Taita Taveta at Sh1.1 billion and Laikipia at Sh1.2 billion among others.

The disbursements are based on the schedule approved by the Senate.

Meanwhile the total bank balances for the county governments as at December 10, 2015 stood at Sh37.3 billion with the revenue fund account holding the highest amount at Sh25.9 billion.

“The balances include; the equitable share of revenue disbursed by the National Treasury and conditional grants disbursed by national government entities as per the County Allocation of Revenue Act, county governments’ own revenues banked in the revenue fund accounts at CBK, as well as opening balances carried forward from previous financial year,” the PS explained.

The release comes days after the Council of Governors threatened to withdraw free maternity services in counties if the national government does not disburse cash meant for maternity fees at county hospitals and other essential services.

They said the government had only released Sh1.2 billion out of total of Sh4.2 billion expected for during this financial year of 2015/2016 financial year.
