Through the Kenya Devolution Support programme, the organisation will work with several partners to improve county government planning, budgeting, human resource management, as well as citizen management.

“The UK will also support Kenya Government institutions to do annual reports on the status of implementation of devolution, work with county governments to map natural resources and revenue enhancement measures, work with UNDP and UN Women on gender audits of county plans and budgets,” a statement from the organisation said.
It will provide direct training in priority areas identified with Kenyan partners focusing on long-term investments to institutionalise training.
“It will support the National Government and counties to develop and implement automated performance management systems promoting accountability among the county government officials,” it pointed out.

The KDSP is anchored in the National Capacity Building Framework and will be delivered through the existing devolution support programmes of the World Bank, USAID and UNDP.
The programme builds on the UK’s contribution over the last two years which covered transition of the devolved government.
Between 2012 and 2015 the UK through DFID has invested more than Sh1.3 billion in support of devolution.
The funds supported induction and training of county officials and members of the county assembly; development of training materials at the Kenya School of Government; Development of model laws; the recent training and accreditation of over 220 county based trainers and staff positions at the Council of Governors.
The funding was delivered through several mechanisms including the World Bank managed Kenya Accountable Devolution Programme, The USAID-managed Bridge Devolution Programme, UNDP’s devolution support programme and Civil Society through the Drivers of Accountability Programme to support citizen participation and oversight in county governance.
